본 연구는 낙후된 농촌지역의 발전을 위해 추진되고 있는 정보화마을사업에서 결혼이주 여성들을 대상으로 하는 프로그램들 중 대표적인 프로그램인 화상상봉서비스의 추진 실태를 확인하고 향후 바람직한 방향성을 고찰하는 것이다. 결혼이주여성들을 대상으로 설문조사를 실시하고 프로그램관리자 등 정보화마을관계자들을 대상으로 인터뷰를 실시한 결과는 다음과 같다. 정보화마을 화상상봉서비스는 ICT의 발전방향과 국내외의 서비스 이용을 위한 제반여건을 충분히 고려하지 못한 상황에서 추진되었다. 그 결과 낮은 효과성을 보이며 이의 개선을 위해 이주여성들을 위한 화상상봉서비스의 활성화 방안, 그리고 화상상봉서비스 이용의 다변화 추진이라는 두 가지 관점을 포괄하여 이용 활성화 전략을 모색했다. 본 연구는 결혼이주여성들을 대상으로 하는 화상상봉서비스의 이용실태 확인 및 향후 바람직한 추진방안을 제시함으로써 해당 서비스의 성공적 운영에 긍정적 기여를 할 수 있을 것이다.

The purpose of this study was to examine the current progress of the video reunion service - the most representative program for foreign immigrant wives under the Information Network Village(INVIL) Project, an initiative promoting the development of underdeveloped rural areas - and to suggest an effective direction for this program. We conducted a questionnaire survey of foreign immigrant wives, program administrators, and Information Village officials. The results were as follows. It was found that the video reunion service was being promoted without sufficient regard to the developmental direction of ICT and the various variables of domestic and foreign uses of the service, which undermined the effectiveness of the service per se. In an attempt to rectify these mistakes, the present study sought new strategies to reinvigorate the service by considering two major approaches: the wider promotion of the video reunion service for foreign immigrant wives, and the facilitation of the diversification of the service uses. This study can offer valuable insights into the ways to operate the service effectively, as it examined the current conditions of operation and suggested a more appropriate direction for the development of the video reunion service.
