본 논문은 이주민의 집중지역에서 다문화목회의 경험을 다룬 것이다. 한국에 거주하는 이주민의 급증은 외국인에 대한 국가의 정책 뿐만 아니라 한국교회의 목회에도 커다란 영향을 미치고 있다. 곧 다문화선교, 또는 다문화교회라는 이름으로 교회의 역할을 찾는 구체적인 움직임이 일어나기 시작하였다. 물론 아직은 초보 단계에 지나지 않는다. 그러나 다문화목회는 미래에 일어날 현상이 아니라 목회 현장의 실제가 되고 있다. 특히 외국인 주민 인구가 지속적으로 증가하고 있는 이주민 집중지역은 다문화목회가 특수 사역이 아니라 보편적인 목회 현상으로 인식하고 대응해야 할 상황이다. 이와 같은 이유로 경기도에 위치한 포천시의 인구사회학적 요소들은 의미가 크다. 포천시는 행정 안전부가 지정한 103개 외국인 밀집지역 중 하나이다. 포천시의 인구가 전반적으로 줄어드는 추세인 상황에서도 외국인 주민 인구는 점점 증가하고 있다. 따라서 본 논문은 다문화교회의 실제적인 경험을 바탕으로 다문화 목회방법을 제시하려는 시도이다. 이를 위하여 포천시의 외국인 주민 환경과 외국인 주민을 지원하는 선교기관의 현황과 사역별 특징을 분석하였다. 또한 이주민목회의 성서적 배경과 원리, 이주민목회유형에 따른 대표적인 다문화교회를 고찰하였다. 그리고 다문화지원센타의 사역을 통하여 다문화교회를 형성한 목회사례로 푸른초장교회를 논하였다.

This article relates methods based on experience for multicultural and migrant ministry. The population of migrants living in Korea rose to 1.8 million people by the end of December 2014. This shows that Korean society is rapidly transforming into a multicultural society. However, the phenomenon of increasing multicultural migrants is not a case limited to policies for the nationalities of these foreigners. This case also places an enormous impact on the ministrial direction of Korean churches. Multicultural missions and multicultural type churches became rapidly sought after. Granted, most mega churches have created multicultural branches for migrant workers and their families. In some cases, they even make church plants for the multicultural community. Multicultural ministry is no longer a distant object in the future but the subject of the present pastoral scene. In areas where foreign migrants are increasing in concentration, multicultural ministry is not a specialized ministry but rather, a ministry that should be tended to by normal -or general- ministry. For this reason, the demographic elements of Pocheon region, Gyeonggi-do contain larger meanings. Pocheon is one of the one hundred and three colonies designated by the Ministry of Government Administration and Home Affairs. Its current situation is an overall population decline but coupled with a rise in the immigrant population. Thus, Pocheon is in a situation with an increasing need for pastors for its immigrants population. This article is an attempt to change the paradigm in multicultural ministry based on the practical experience of multicultural churches. To this end, it analyzes the current situation and work-specific features of the mission agency to support the ministries of immigrants and migrant settlers and Pocheon. In addition, migrant ministry enters the general classification of multi-cultural churches. As an example, I discuss the Green Pastures Church as an illustration of a multicultural center forming a multicultural church.
