사업장들의 유해화학물질 배출량 정보를 의무적으로 공개하는 유해화학물질 배출량 조사제도(PRTR)의 정책목표는, 환경배출량 정보가 공개된 사업장들에 대한 공공의 압력을 유발함으로써 사업장들의 배출량 저감을 유도하고, 궁극적으로 그에 따른 인체유해성 감소를 달성하려는 것이다. 이러한 정책목표를 달성하기 위해서는 공개되는 정보가 공공의 압력을 유발하기에 적합한 형태와 유용성을 갖출 필요성이 제기되고 있다. 그러나 현재공개되고 있는 배출량 정보는 각 사업장들의 단순 배출량 총량(kg)만을 공개하고 있는 상황으로, 최종 인체유해성 정도와 추이가 궁극적인 관심사임에도 불구하고 이에 대한 정보 제공이 이루어지지 않고 있다. 공개된 정보의 정책목표와의 불일치성 문제는 기업들의 전략적 행동으로 이어질 수 있다. 즉, 유해화학물질을 배출하는 기업들은 공공에 공개되는 정보의 형태인 총 배출량 수준을 저감하려 노력하지만, 실제 정책목표인 인체유해성 수준 저감에는 우선순위를 두지 않는 전략적 디커플링(decoupling) 또는 그린워시 (greenwash)가 발생할 가능성이 있다. 본 연구에서는 각 사업장별 유해화학물질 배출량과 그에 따른 인체유해성 수준을 도출해 비교함으로써, 실제로 이러한 전략적 행동이 나타나는지 여부를 실증 분석해 보았다. 분석 결과, 특히 대기업들을 중심으로, 유해화학물질 배출량 정보공개 이후에 총배출량 수준은 유의미하게 감소하였지만, 인체유해성 수준은 유의미하게 감소하지 않은 것으로 나타났다. 이러한 분석결과는, PRTR제도의 궁극적인 정책목표인 인체유해성 수준의 저감을 위해서는 정보의 정확성 혹은 유용성 증진이 선행되어야 함을 시사한다.
The primary policy goal of the Pollutant Release & Transfer Register (PRTR), which mandates plants to disclose their chemical emission informaion to the public is to reduce human health risks by creating public pressure against polluters. However, the PRTR reports the information on only total quantity based information of toxic chemical releases, not human health risk level. The disclosure of inaccurate information might causes plants’ strategic behavior, such as greenwash, in which plants put priority on reducing their total toxic chemical releases over reducing the health risk level to gain instant environmental legitimacy. In this study, we examines if plants have shown this the strategic behavior after the PRTR data disclosure by comparing total chemical releases with corresponding health risk scores. Our results show that information disclosure of total chemical releases leads to significant reduction in the total releases, but had little effect on the health risk scores. We conclude that one of the key precondition to achieve underlying goals of information based regulation is to disclose an accurate information.
