본 연구는 지방 환경서비스 중 생활폐기물 처리의 민간위탁 방식이 서비스 효율성에 미치는 영향을 실증적으로 분석하는데 목적이 있다. 본 연구의 종속변수인 효율성은 처리비용의 효율성, 인적 자원의 효율성, 물적 자원의 효율성 등 세 가지 차원으로 분석함으로써 기존의 효율성 개념의 한계를 보완하고자 하였으며, 독립변수는 생활폐기물 전체 처리량 중 민간업체 처리량의 비율을 활용한다. 실증분석을 위해 230개 지방자치단체를 대상으로 2000년부터 2009년까지 10년간 패널자료를 활용한다. 분석방법으로 (i) 고정효과(fixed-effects model) 모형과 패널 내에서의 자기상관과 패널 간 이분산성을 고려하여 분석결과의 신뢰성을 높일 수 있는 (ii) PCSE 모형을 도입한다. 분석결과에 따르면, 민간위탁 방식은 효율성 측정변수로 도입한 세 가지 종속변수 중인적 자원과 물적 자원 측면의 효율성을 증가시켰으나, 비용절감 효과는 얻지 못한 것으로 나타났다. 따라서 민간위탁을 통해 효율성을 증진시키고 생산비용을 절감할 수 있다는 주장을 쉽게 받아들여서는 안 되며, 민간위탁에 관한 공식화된 절차와 제도를 강화하고 수탁기관을 지속적으로 감독할 수 있는 통제시스템을 구축함으로써 민간위탁이 성공적으로 시행되고 정착될 수 있는 환경을 조성하는 정부의 역할이 중요할 것이다.

The purpose of this paper is to examine the effects of contracting-out on efficiency in the delivery of municipal solid waste services to citizens in Korea. To do so, it employs the three types of efficiency in terms of (i) service delivery cost, (ii) workers, and (iii) machines and equipments, as dependent variables, and the ratio of the solid waste amounts collected and treated by private contractors to the total amounts collected and treated in a local jurisdiction. For empirical analysis, it employs a fixed-effects model and a panel corrected standard error (PCSE) model and uses cross-sectional time-series data from Korean local governments covering the ten-year period (2000 to 2009). According to empirical findings, there are the positive effects of contracting-out on efficiency in terms of workers and machines and equipments, but there are no effects on cost savings. This finding suggests that it should be careful to draw any conclusion that contracting-out saves costs and realizes service efficiency. In addition, the roles of government, such as building up and strengthening formal processes or institutional mechanisms, and developing effective systems to monitor private contractors, might be crucial to make sure the successful implementation of contracting-out in the delivery of local public services.
