본 연구는 최근 15년간의 특수교육대상자 수를 유치원, 초등학교, 중학교, 고등학교별로 추이변화를 분석함은 물론 특수학교 및 일반학교에 배치되는 추이를 살펴봄으로써 향후 특수교육 정책 방향에 시사점을 제시하고자 한다. 본 연구에서 제시한 연구 결과를 토대로 결론을 제시하면 다음과 같다. 첫째, 현재 초등학교 특수교육대상자 수는 최근 4년 연속 감소한 적이 있고, 중학교 특수교육대상자도 2년째감소하기 시작하였다. 향후 우리나라 전체 특수교육 대상자 수는 크게 증가하지 않거나 몇 년 후 감소할 가능성도 있다. 둘째, 일반학교와 특수학교에 배치된 특수교육대상자의 비율은 6년 동안 7:3의 비율로 별다른 변화 없이 안정적으로 정착되고 있다. 셋째, 그 동안의 특수교육 정책이 부족한 양적 지원의 특수교육 정책이었다면 이제는 장애학생의 실질적 의무교육 보장, 인권보장, 질 높은 진로·직업교육, 문화 환경 조성 등 보다 질적인 지원 확대가 필요하다.
This study aims to suggest the implications for the future special education policies by analyzing the changes of the number of special education students for the last 15 years in kindergartens, elementary, middle, and high schools respectively. The placement of students in special schools and ordinary schools was analyzed as well. The conclusions are as follows: First, the number of special education students in elementary school has decreased for 4 years continuously and in middle school, it has begun to decrease for the last 2 years. There is a possibility of a little increase or decrease in a few years later in the total number of special education students in Korea. Second, the ratio of the number of special education students placed in ordinary schools and special schools has been settled reliably at 7:3 without any change for the last 6 years. Third, much more qualitative support is needed such as practical guarantee of compulsory education, protection of human rights, high quality career and vocational education and creating cultural environment in contrast to the quantitative support until now.
