본 연구의 목적은 서울시 25개의 자치구를 대상으로 서울시민의 문화환경 만족도와 문화향수 수준을 중심으로 서울시민의 문화향유 유형과 두 지표의 수준과 격차에 대해 분석함으로써 서울시 문화정책에 대한 정책적 함의를 도출하는 것이다. 지방자치단체는 지역주민의 여가 활동과 문화향유에 따른 삶의 질 향상, 그리고 행복감 증진을 위해 맞춤형 정책을 개발하고 추진해 나가야 한다. 이를 위해서는 지역주민의 문화환경 만족도와 문화향수 수준에 대한 조사를 통해 자치구별로 당면한 현황과 문화향유 유형을 파악할 필요성이 제기된다. 따라서 본 연구에서는 문화향유 유형을 문화향유형, 문화안주형, 문화도약형, 문화빈곤형 등 네 가지로 제시하고, 이를 중심으로 서울시의 25개 자치구가 어느 유형에 해당하는지를 살펴보고자 한다. 또한 2008년과 2012년을 대상으로 하여 시간의 흐름에 따른 자치구별 변화를 파악하고자 한다. 분석 결과를 살펴보면, 2008년에 비해 2012년 서울시의 문화향수 수준은 하락하였으나 문화환경 만족도가 향상되었고, 문화향유형과 문화빈곤형에 속하는 자치구의 수가 감소하였으며 문화안주형에 속하는 자치구의 수가 증가하였다. 이에 따라 실질적인 문화환경에 대한 만족도와 문화향수 수준을 반영하여 연계성과 차별성을 기반으로 한 문화정책 목표를 확립하고 ‘중앙정부-서울시-자치구’ 간의 협력 거버넌스 구조를 공고히 하여 개별 자치구간의 공존과 문화환경의 공유가 이루어질 수 있도록 정책적 지원방안을 수립해야 한다.

This study aims to suggest the type of cultural enjoyment for the 25 autonomous distincts(Gu) in Seoul Metropolitan City and propose policy implication. According to the typology, there are four types of cultural enjoyment depending on the satisfaction of cultural environment and level of cultural enjoyment. There are the Culture-Enjoyment, Culture-complacency, Culture-jumping, and Culture-poverty types. So we analysis the change of type by autonomous distinct between 2008 and 2012. According to the analysis results, the level of cultural enjoyment fall in 2012 compared to 2008, but the satisfaction of Cultural environment is improved in 2012. Thus, Cultural policy is based on cooperation with the discrimination and mutual relationship to establish a substantial goal of cultural policy. And we have to strengthen cooperation between the governance structure of ‘central government . Seoul City . Autonomous distinct’ to share cultural environment and co-existence between the individual autonomous distinct.
