정부는 저성장 시대의 새로운 산업발전 분야로 의료관광 활성화에 주목하고 외국인 환자의 유치에 적극적으로 노력하고 있다. 본격 추진 후 5년 정도 경과된 시점에서 외국인 환자 유치실적과 국내 의료기관의 양적 팽창이라는 성과가 드러나지만 성장지속성에 대한 우려는 크다. 외국인 환자의 다양한 만족도가 충족된다면, 국내 의료기관의 본인 재방문과 지인 추천과 같은 의료재이용에 영향을 미친다고 가정하였다. 종국적으로 의료관광과 경제성장에 선순환을 가져올 것으로 기대하고 있다. 구조방정식 기법을 활용한 계량분석의 결과, 분야별 만족도는 의료서비스 만족도에 정(+)의 영향을 미치고, 다시 의료재이용에 정(+)의 효과를 보이고 있다. 비용정보만족도가 비용만족도에 대한 영향력이 큰 가운데, 의료재이용에도 영향력이 크다. 종합만족도와 비용만족도는 의료재이용에 효과가 강하다. 미국 환자와 아시아 환자의 만족도는 회귀경로와 만족도의 강도에서 차별적임이 확인되었다. 정부는 의료관광의 지속성과 활성화가 보장되도록 비용정보, 접근성, 의사소통에 대해 강력하게 정책개입하면서 외국인 환자집단별 또는 유형별로 다양한 유치전략 및 제도설계를 수립할 필요가 있다.

Korean government makes an effort not only to attract foreign patients to domestic medical institutions but also to boost medical tourism as a new driver of economic growth. In appearance, the Korean medical tourism industry has been being successful, while the increase rates of foreign patient visits has been sharply decreasing. In order to provide a possible solution to this trends the research focuses on the satisfaction and re-use of medical services for foreign patients in Korea. The result from the Structural Equation Modelling technique indicates that individual satisfaction factor surveyed has a positive effect on the total medical service satisfaction and also has a positive effect on the re-use of medical services. Satisfaction with medical cost information has the strongest effect on the re-use than other factors. Total satisfaction and cost satisfaction by foreign patients are very strong variables, while Asian patients and American patients have distinctive satisfaction attitude. Government needs both to actively deal with the issues of cost information, service accessability, communication and to build selective policies and strategies toward a particular type of foreign patients.
