본 논문은 중앙정치의 정권심판론 이슈와 지역주의 정당지지 영향이 지배적인 지방선거에서 현직의 후보요인이 미치는 직.간접적인 효과에 주목하여 선거유형에 따라 나타나는 특징과 차이를 분석하는 데 중점을 두었다. 이를 위해 역대 광역단체장, 기초단체장, 광역의원 선거의 후보득표율에 대한 통합자료를 생성하여 지금까지 각급 지방선거에 미치는 투표선택의 주요 결정요인의 상대적 영향력을 비교하였다. 분석결과, 중앙정치의 정당영향이 각급 지방선거에 큰 영향을 미친 것은 사실이지만, 현직의 직·간접적인 효과 역시 중요한 독립변수임을 검증하였다. 이러한 현직의 이점은 지방의원선거보다 단체장선거에서 더 강한 반면, 정당 요인은 기초선거보다 광역선거에서 더 강한 특징도 확인할 수 있었다. 또 현직후보의 부정적인 선수효과는 기초단체장선거에서만 규명된 반면, 비현직후보의 재출마 효과는 각급 선거의 공통적인 특징인 것을 발견할 수 있었다.
This paper focuses on the effects of two sources of incumbency advantages and party factors on the three different kinds of local elections: upper and lower-level mayoral and lower-level local council offices. The analysis of the pooled data of vote shares of candidates from the 1998 and the 2014 local elections, shows that the midterm evaluation of the party in power and regional party support have a great influence on candidates` vote shares. But it also confirms the importance of the effects of two sources of incumbency advantages, that is, direct benefits earned as office holders and the scare-off effects deterring the entries of strong challengers. These incumbency advantages are stronger in mayoral elections than in local council member ones, while party factors have a stronger effect on upper-level elections than lower-level ones. Sophomore surge of incumbency effect is evidenced only in mayoral elections, while the re-running effects of non-incumbent candidates are found in all the elections.
