근년에 들어 지구적 차원에서의 정보화와 지역화가 급진전됨과 동시에, 흩어져 있는 대륙을 잇는 작업이 지구 규모로 진행되고 있다. 다시 말해서, 오늘날 유럽이 유로터널의 개통을 계기로 고속철도망이 확충되고 있으며, UN의 아시아·태평양 경제사회이사회(ESCAP) 등의 장(場)에서 아시아하이웨이 건설이 그 어느 때보다도 구체적으로 논의되고 있다. 오랜 기간 동안에 걸쳐 민간 차원에서 논의되어 왔던 한일터널 건설과제가 실현될 가능성을 높이기 위해서는 한국의 보다 적극적인 대응전략이 마련되어야 한다. 즉, 관련 기술의 축적과 함께, 건설의 타당성과 안전성 확보, 나아가서는 정치·외교·경제·사회적 파급효과와 문제점, 그리고 그 해결을 위한 과제 등에 대한 면밀한 검토가 있어야 한다. 한일터널 건설적 논의는 향후의 아시아하이웨이와 TKR의 부설, 한국·중국·일본과의 FTA 체결과 동북아공동체 논의 등 국제정세의 변화에 긍정적인 영향을 끼칠 수 있다. 따라서 한일터널 건설은 주변국의 정치·경제적 이해관계와 상황변화와는 무관하게 추진할 필요성이 있다. 왜냐하면 한일터널은 동북아 정세의 안정을 가져다 줄 뿐만 아니라, 한반도의 통일과도 밀접한 상관관계가 있기 때문이다. 한국과 일본 간에 해저터널 건설이 구체화될 경우, 남북한을 둘러싼 강대국, 즉 중국과 러시아의 TCR(중국횡단철도), TSR(시베리아횡단철도)의 연계와 관련된 경제적 이해관계는 분단된 한반도 종단철도(TKR)의 연결사업을 용이하게 할 것이다. 특히, TKR의 북한 통과는 북한 경제의 부흥과 개방을 유도하는 효과를 기대할 수 있다.
Recently, information and localization of the current rapid progress in today`s global levels, the task of connecting the scattered continents by undersea tunnel has been proceeding at the district level. The challenges associated with the construction of an undersea tunnel between Korea and Japan over a long period of time was discussed in the private sector. In order to increase the viability it should above all be prepared this proactive attitude and approach coping strategies than in Korea. In addition, the accumulation of tunnel-related technologies, and whether the validity of construction, politics, diplomacy, economy, the need for scrutiny and the social ramifications and challenges. One days undersea tunnel construction is related to the future of the Asian Highway construction discussed. As well as the laying of TKR, South Korea, China, an FTA with Japan, Northeast Asia community discussion can have a positive influence on changes in the international situation. In particular, undersea tunnel construction between Korea and Japan is the political and economic interests and the situation changes in the neighboring countries should be promoted regardless. Because undersea tunnel between Korea and Japan, as well as to bring stability in Northeast Asia, the Korean peninsula because of the unity and also closely correlated.
