귀국 학생을 위한 국어교육 정책에 대한 연구는 정책 연구의 일환으로서, 본 연구에서는 정책에 대한 구조적, 맥락적, 본질적 이해를 위해 정책의 맥락과 역사에 주목하는 신제도주의적 접근에 입각해 귀국 학생 국어교육 정책을 분석하고자 하였다. 이에, 귀국 학생 교육 정책을 통시적으로 살피고 세부 정책 내용을 분석함으로써 귀국 학생 교육 정책의 구조를 도출하고, 귀국 학생 교육 정책의 구체적 맥락을 살펴서, 교육기회 균등에서 교육 격차 해소의 방향으로의 정책 목표 이동, 학업 부적응자에서 다문화교육 정책대상으로의 편입, 적응중심 교육 정책에 발달중심 교육 정책의 부가라는 세 가지 방향을 확인할 수 있었다. 귀국 학생을 위한 국어교육 정책을 마련하기 위해서는, 이러한 정책문제와 관련하여 국어교육이 기여할 수 있는 좌표를 명확히 하고 정책의 속성상 유의미하고 효과적인 정책으로 입안, 시행될 수 있는지 검토해 보아야 할 것이다. 이에, 국어 능력 부진으로 인한 교과학습 부진문제, 문화의 차이에 따른 문화 충격 및 정체성 혼란, 그 결과로서의 학교 부적응 문제, 교육과정 차이에 따른 교과학습 문제와 관련하여 국어교육 정책의 수립 문제를 검토한바, 명시적인 국어교육 정책의 형태로 입안, 추진 가능한 부분과, 정책 입안 과정에서 타 교과와 협력이 필요한 부분, 그리고 정책화되지는 못하나 연구 기반으로서 기여할 부분과 실천을 통해 기여할 부분 등을 나누어 제안하였다.

This study is purposed for analyzing Korean language education polices for returnee students based on neo-instituitional theory. First, it is diachronically examined education polices and their detailed contents for returnee students, then drawn the structure of education polices for returnee students. Second, it is explored specific contexts of education polices for returnee students as follows: toward relief of education differential, toward multi-cultural education, toward adjustment-oriented education with a little developmental trend. For Korean language education polices for returnee students, first of all, it would be clearly examined the point which could Korean language education contribute for it. It is because that Korean language capacity of returnee students should be systematically surveyed and studied.
