본 연구는 신제도주의의 약점으로 지적되는 제도 개념의 모호성과 분석수준의 불명확성을 극복하기 위해 정책레짐의 개념을 이용해 우리나라 게임정책의 제도적 변화과정을 분석한다. 한국의 게임정책레짐은 강제-자율, 분리-결합, 지원-방임의 세 가지 원리를 중심으로 복합적인 구조를 형성하며 제도화되어 왔다. 각 원리 차원에서 보면 단절적인 변화가 일어났던 경우고 있었고 점진적인 진화가 일어나는 경우도 있었다. 하지만 세 가지 원리가 동시에 단절적인 변화가 일어나는 경우는 없었다. 즉 한국 게임정책레짐의 변화과정은 단절과 진화가 공존하는 제도의 단절적 진화과정을 통해 변화되어 왔다.

This study analyzes through the concept of policy regime the institutional change of Korean game policy. The institutional change of the Korean game policy regime was characterized sometimes as quantum upheaval while some other times as incremental evolution. Three principles constituted the core dimensions of the Korean game policy regime in the past; non-voluntary, separation, and promotion. Based on this analysis, the change of the Korean game policy regime may be viewed as 'discontinuous evolution' in which both institutional punctuation and evolution coexisted.
