본 연구는 여성과학기술인 정책의 성과가 미흡한 원인은 정책도구의 올바르지 못한 선택과 적용일 것이라는 문제의식에서 출발하여 여성과학기술인 정책에서 채택하고 있는 정책도구의 문제점을 밝히고 향후 발전적인 정책방향을 제시하고자 수행되었다. 우리 정부는 과학기술인력 수급 문제를 해결하기 위한 방안으로 여성과학기술인력에 주목하여, 2002년 「여성과학기술인 육성 및 지원에 관한 법률」을 제정하고 2015년 현재 「제3차 여성과학기술인 육성 및 지원에 관한 기본계획」이 시행 중에 있지만 그 성과는 부족한 것을 기존 연구들을 통해 확인할 수 있었다. 그러나 이들 기존 연구는 여성과학기술인 정책의 성과가 부족한 원인을 밝히지는 못하고 있다. 이에 여성과학기술인 정책의 부족한 성과의 원인을 분석하기 위해 정책도구론적 접근을 시도하였다. 여성과학기술인 정책의 특징을 기반으로 여성과학기술인 정책을 분석하기에 적합한 정책도구 분류 모형을 제시하고 정책에 사용된 정책도구의 특징을 밝혀 정책도구 정합성을 분석하였다. 그 결과 여성과학기술인 정책의 정책도구 정합성은 낮은 것으로 나타났고, 정책 전반에 걸쳐 정책 목표에 대한 소망성 부족과 정책목표-정책수단 부적합의 문제가 있음을 확인할 수 있었다. 또한 정책목표-정책수단 부적합으로부터 유발되는 정책 부문별 문제점을 확인하여 실질적 정책도구 발전방안을 제시하고자 노력하였다.

This work defines the problem of policy instruments used in the policy for woman into science and technology(S&T) and suggests the evolutive direction of policy for the future. It started from the cause of poor result in the policy for woman into S&T is attributable that the wrong policy instruments are selected and applied. Korean government was interested in the woman scientists and engineers to resolve the lack of the scientific and technological personnel. < The Act on Fostering and Supporting of Women Scientists and Engineers > was enacted in 2002 and the 3’rd master plan for it is currently in progress in 2015, but the performance of the policy for women into S&T is not enough. Previous studies have not yet identified, however, why the outcome of the policy for women into S&T was poor. So it tries instrumental approaches in order to analyse the reason of it. It proposes the policy instruments classification model that is suitable to analyse the policy for women into S&T based on characteristics of it and analyses the conformity of policy instruments with the features of policy instruments. The result shows that the conformity of policy instrument in the policy for women into S&T is low and the policy desirability is not enough over the whole policy. It also defines the drawback in each field of policy arising from the discordance between policy goal and policy instruments and tries to be the practical knowledge in building the policy for women into S&T.
