정부의 투자가 증대되는 시점에서 효율적인 융합연구정책 논의를 형성하고 과학기술분야 연구자들의 생산적인 융합을 촉진하는 정부 역할에 대한 논의가 절실한 시점에서 본 연구는 정부의 융합연구정책의 기본은 “융합연구 현장 깊숙이” 있다는 인식 하에, 융합연구의 과정을 질적으로 탐구해 보았다. 연구자들이 노력해야 할 부문과 국가에서 제도적으로 뒷받침 해주어 할 부문에 대한 분석을 하였다. 44명의 과학기술분야 융합연구자 인터뷰 분석에 따르면, 대부분 연구의 시작, 중간, 마무리의 단계에서 융합연구자들이 보이는 행태는 연구자들의 개인적인 역량, 관계, 노력의 문제로 나타난다. 연구의 시작단계에서는 개발될 결과물의 실효성에 대해 미래의 실수요자에 대한 충분한 검토, 과제 목표 및 역할 분담, 리더십, 참여연구자의 역량, 소통 등이 중요하고, 연구 중간 단계에서는 참여 연구원간 신뢰, 비정기적 미팅, 연구자 간의 배려 및 마음 소통, 인력교류, 담당역할에 대한 기술적 이해 및 타 분야의 기술방향 이해가 중요한 것으로 나타났다. 제도적 측면에서는 융합연구의 방향성, 성과평가에 대한 부문, 융합연구에 대한 후속지원 강화에 대한 부문이 정부가 집중해서 논의하고 지원해야 할 융합연구정책으로 나타났다.

With the increase of R&D investment on technology convergence, we need to examine the role of governmen in accelerating technology convergence. This study looks into scientists who research in the field of technology convergence in a qualitative way. The goal of the study is to figure out the way how government should support the researchers thereby revitalizing technology convergence. According to the analysis based on the data obtained from 44 interviewees, it seems that most responsibilities within the process of technology convergence lies on the researchers themselves. For example, at the beginning stage of the convergence project, researchers’ anticipation on the utility of the research results, setting the goal and dividing roles, leadership, participants’ capacity, communications are important. After the research is initiated, trust among the researchers, non-regular meetings, understanding one another, interaction between researchers are crucial for the successive convergence research. For the discussion of R&D policy of technology convergence, the government should redouble efforts in the arena of direction of convergence research policy, performance evaluation, and follow-up support.
