In the 21st century, colleges and universities around the nation are facing an urgent need to develop a standardized syllabus due to the differentiated lecture evaluations according to the number of assignments rather than the nature of performance tasks, the unequal distribution of subject content according to the majors and preferences of instructors, and the inequality of communication skill deviation among students because of the diversified distribution of freshmen among the domestic colleges and universities. The purpose of this study was to propose a new pedagogical plan for the “Talking and Writing” teaching material, which had been newly planned according to the changed lecturing method of “Talking and Writing,” one of the “basic” compulsory liberal arts courses for foreign students in Hanyang University. The study analyzed the existing teaching materials of Hanyang University and examined the current state of basic communication courses for foreign students and students in the non-liberal arts majors at other universities to overcome the limitations of the teaching material. The study then organized a standard syllabus to help the students of the 21st century evenly cultivate their basic communication capabilities and core essential capabilities and developed a teaching material for their practice. The teaching material first made the biggest contributions to the improvement of resource, information, and technology utilization capabilities among the foreign undergraduates. Secondly, it led the students to increase their self-management and interpersonal relationship capabilities and thus enhanced the communication abilities, one of the objectives of the syllabus. Finally, it was effective for promoting the core essential abilities needed from freshmen in Korean college.
