소년범죄는 범죄를 저지른 소년 자신에게도 커다란 손실을 겪게 한다. 범죄의 경중에 따라 일정기간 사회에서 격리되는 상황을 피할 수 없으며 이 기간 동안 삶의 기술과 사회성을 학습할 수 있는 기회를 갖지 못하기 때문이다. 본 논문에서는 위험 소년 범죄 예방과 관련해서 경찰의 민간단체와의 네트워크 관리 실태를 파악하여 이를 토대로 실질적인 관리 방안을 강구하고자 한다. 한 사회에서 범죄예방을 위해서는 그러한 취지의 저변 확대를 추진할 필요가 있다. 저변 확대란 사회 분위기를 그러한 취지에 우호적인 환경을 조성하는 일이다. 이는 범죄예방을 위한 조기개입으로서 가장 확실한 대안이라고 판단한다. 지역사회 구성원은 사회 안전 환경조성에서 객체가 아니라 지역사회 문제해결에 적극적으로 참여하는 한편 지역사회의 발전에 기여하려는 인식을 갖도록 할 필요가 있다. 이러한 방향으로 지역사회 발전에 지역사회 구성원 모두가 참여해 국가가 전담함으로써 발생하는 재정부담을 분담할 수 있을 뿐만 아니라 재정 절감효과도 기대할 수 있다. 특히 소년범죄의 조기개입 예방을 위해서는 경찰에게만 의존하기 보다는 사회구성원 모두가 관심을 갖고 방안을 강구할 필요가 있다. 경찰력이 미치지 못하고 있는 분야가 아직도 없는 것은 아니다. 학업을 도중에 중단한 청소년을 대상으로 하여 여성 가족부에서 CYS-NET, 학교폭력문제와 관련해서 지역사회에 WEE CENTER를 두고 있기는 하나 서로 부처가 다르다는 점에서 경찰의 역할이 미미하다. 또한 청소년쉼터, 대안학교에도 경찰의 역할이 미치지 못하고 있는 실정이다. 경찰은 사회 치안유지에서 최후의 보루라는 인식에서 이 분야에서도 개입을 확대할 방안을 강구할 필요가 있다. 마지막으로 후속연구, 특히 소년 범죄 실상을 직접 소년 범죄 당사자의 목소리를 통해서 파악한 연구가 나와 소년 범죄 실상을 파악하는 한편 실상에 근접한 해법을 제시할수 있기를 기대한다.
Juvenile delinquency leaves a large loss to the teenagers who commit a crime. Depending on the seriousness of the crime, it is inevitable to avoid isolation from the society and they cannot have an opportunity to learn life techniques and sociality during this period. This research tries to come up with practical management plan by identifying current status on network management of police with private community in regards to and preventing dangerous juvenile delinquency crime. To prevent such crime in a society it is necessary to promote expand its purpose basis. Expansion of basis means creating of social surrounding into a friendly environment to this purpose. It is a certain solution in terms of advance intervention for preventing crime. In terms of creating a socially safe environment, local community members should participate actively in solving problems of local society instead of acting as an object. They should try to have a cognition on contributing to the development of local society. From this direction, all members should participate in development of local society and share financial burden created by the nation taking a major role. Also, financial reduction is expected. Especially, to prevent early intervention in juvenile delinquency, all members should have interests and ponder on solution instead of being too much dependent on police. There are areas out of reach of police force. For teenagers who have stopped schooling, Ministry of Gender Equality & Family operates CYS-Net and local community has WEE CENTER for school violence issues, however, role of police is small in terms of they have different government departments. Also, limited police role reaches youth shelter and alternative school. As police is considered as the last option for protecting social security, it is necessary to consider ways to expand intervention of police based on negotiation with each organization. For following researches, it is expected that researches based on finding collected directly from juvenile delinquents on the crime and identify reality of juvenile delinquency as well as provide solutions allowing real approach to it.
