본 연구는 아세안사회문화공동체의 추진현황을 고찰하고 아세안공동체 건설의 개념적 문제를 지적하고자 한다. 아세안공동체의 설립의 목적이 ‘민중의 삶’의 개선과 ‘공동체로서의 정체성과 규범’ 확립에 있음을 고려할 때 ASCC에 대한 인식과 현황 고찰은 아세안공동체를 이해하고 전망하는 데 핵심적 사안이다. 본 연구는 ASCC청 사진이 제시했듯 광범위한 이행항목에 대한 이행정도를 아세안의 중간보고서를 중심으로 살펴보고자 한다. ASCC의 이행상황을 검토하고 아세안공동체의 사회문화적 함의를 도출하고자 한다. 개념적 상호연관성을 실현하기 각 공동체 간 효율적이고 균등한 재원 배분을 통해 함께 추진되어야 할 것임을 주장하고자 한다.

This study reviews the process of building the ASEAN Socio-Cultural Community (ASCC) and examines the conceptual problems revolving around the move towards the ASEAN Community. Given the goals of improving people’s life and forming identity and norms of the ASEAN Community, it is critical to assess the perceptions and the progress of the ASCC for the better understanding and prospecting of the ASEAN Community. This article investigates the process of implementation of the action plans listed in the ASCC Blueprint based on the Report of Mid-Term Review of the ASCC (2009-2015). The socio-cultural implication of the ASEAN Community will be drawn based on the assessment of the progress of the ASCC. This study argues that effective and more equal distribution of resources should be given to the ASCC in comparison with the ASEAN Political Security Community (APSC) and the ASEAN Economy Community (AEC) in order to realize the conceptual interdependence among them in building the ASEAN Community.
