본고에서는 전 세계적으로 ODA의 확대와 더불어 늘어나고 있는 교육 ODA가 수원국의 교육개발협력 수요와 어느 정도 일치하는 가를 살펴보기 위해서 ASEAN 회원국 중에 2009~13년간 ODA 수원율 (40%)이 가장 높은 베트남을 연구하였다. 이를 위해서 교육 및 산업통계, 교육발전계획과 국가발전계획, 현지 면담 결과 등을 토대로 베트남의 교육개발협력 수요의 우선순위를 추정하였다. 아울러, OECD CRS D/B를 활용하여 베트남에 대한 교육 ODA 지원 실적을 원조재원별, 원조유형별, 교육지원 분야별로 각각 분석하였다. 분석 결과, OECD/DAC 회원국이 제공하는 교육 ODA가 베트남의 모든 교육개발수요를 충족하지는 못하지만, ‘ODA 지원의 우선순위’면에서는 베트남의 교육개발협력 수요와 일치하는 것으로 나타났다. 베트남에 대한 교육 ODA(개별 장학금 제외) 중에 베트남의 협력 수요가 가장 큰 ‘직업교육훈련’이 가장 지원 비율이 높은 것으로 나타났고, 그 다음으로 수요가 큰 ‘고등교육’에 대한 ODA 지원 비율이 높은 것으로 나타났다. 둘째, 다자원조는 국제사회가 공동으로 설정한 교육목표(MDGs와 EFA)를 베트남이 실현할 수 있도록 기초교육에 집중하고 학습자에 대한 직접 지원 성격을 띠는 ‘장학금’은 전혀 지원하지 않는 특징이 있었다. 반면에 양자원조의 경우 개별 학습자를 지원하는 ‘장학금’을 제외하고, 사업비성 교육 ODA 중에 직업교육훈련, 기타 고등교육지원 등의 순으로 많이 지원되어 베트남의 개발협력 우선순위와 일치하는 것으로 나타났다. 이와 같이 다자원조보다 ‘양자원조’가 베트남의 교육개발협력 수요와 일치도가 높은 이유는 국제사회의 공동 목표에 집중하는 국제기구와 달리, 개별 공여국은 베트남 정부와의 개별적인 협의를 통해서 베트남의 개발협력 수요를 일차적으로 반영하는 경향이 있기 때문이다. 이러한 결과는 수원국에 대한 공여국 지원 현황을 원조 재원별, 원조유형별, 교육분야별로 파악하고, 이를 토대로 수원국의 개발협력수요와 ODA 공급간의 일치도를 면밀히 조사하여 교육개발협력방안을 수립할 필요가 있음을 시사한다.
This study examines the extent to which the education ODA is aligned with the needs of educational development and cooperation of Vietnam. Vietnam was chosen as a case of this study because it is ranked 1st among the ASEAN countries in terms of the total amount of ODA receiving from the OECD/DAC between 2009 and 2013. However, the HDI index ranking of Vietnam based on the Human Development Report 2014 was 121th. This implies that there is much room for improvement in the education of Vietnam. In this context, four research questions were formulated as follow: 1) To what extent is the education ODA offered by the OECD/DAC aligned with the needs of educational development and cooperation of Vietnam? 2) To what extent is the multilateral ODA by international agencies aligned with the needs of educational development and cooperation of Vietnam? 3) To what extent is the bilateral ODA by countries aligned with the needs of educational development and cooperation of Vietnam? 4) Are there differences between the multilateral ODA and the bilateral ODA? The findings of the study show that although the total amount of the education ODA offered by the OECD/DAC to Vietnam is unable to meet all the needs of educational development and cooperation of Vietnam, the education ODA to Vietnam is aligned with the needs in terms of priority. The 1st rank of the education ODA to Vietnam turns out to be the vocational training ODA, which is followed by the higher education ODA (except the scholarship ODA). These results are aligned with the educational needs of Vietnam which put its foremost priority to the development of vocational training, followed by higher education. While multilateral donors focus on basic education with an aim of helping Vietnam achieve the international educational goals related to both EFA and MDGs until 2015, bilateral donors focus on vocational training and higher education to help Vietnam realize its goals of becoming an industrialized country by 2020. These results reflect differences in funding resources between multilateral and bilateral ODAs. The multilateral ODAs are likely to focus on international educational goals since they receive the funding from various countries, and also have missions to help developing countries achieve international goals set up by their member countries. In contrast, bilateral ODAs are funded by individual donors, and thus are likely to be influenced by the relationships between donors and recipients.
