학교, 기업, 그리고 평생교육 현장의 중심에서 세계적으로 확산되며 급속하게 양적으로 팽창하고 있는 e-러닝 콘텐츠의 품질관리의 필요성이 심각한 문제로 제기되고 있다. e-러닝 품질관리는 국내 콘텐츠 개발과 운영을 위해 중요한 사안임에도 불구하고 이에 대한 이해나 체계적인 품질관리방안이 준비되지 못한 상황이다. 그러나 e-러닝을 통한 국가간의 교육활동 교류가 확대되면서 국제사회에서도 국가간 경계를 넘는 교육서비스에 대해 정부가 체계적으로 품질을 관리할 것을 요구하고 있다. 본 연구는 우리나라 e-러닝 콘텐츠 개발을 위한 품질관리 기준안을 개발하기 위해 학계 및 기업의 e-러닝전문가 62명을 대상으로 델파이 연구를 실시하였다. 연구결과 콘텐츠 영역의 18개 핵심영역과 79개 평가근거가 도출되었으며, 이는 초중등과 고등 콘텐츠 품질관리 기준안으로 각각 개발되었다. 본 연구를 통해 제시되는 기준안은 체계적인 콘텐츠 품질관리를 위한 기초단계의 권고안이며, 향후 국가적 대표성을 확보하기 위해서 더 많은 이해관계자와 주최자간에 의견 수렴과정을 거쳐야 한다. 이를 통해 규제보다는 e-러닝 품질향상을 위한 품질관리 권고안으로 혹은 필수적 요건으로 적용되어 질 수 있도록 1-2년 지속적으로 연구하여 그 활용 가능성을 확대할 필요가 있다.

Expansion of e-learning in number of contents and uses also brought up the issues on the quality of e-learning. The quality of e-learning is at the center of discussions on national as well as on international level, and many countries developed contents guidelines to assist providers or users to use to develop higher quality of e-learning contents. The purpose of this study is to provide frame of guidelines for e-learning contents development and management. Based on the two levels of Delphi expert survey methods, and in-depth interviews, we have developed (1) detailed contents guidelines for primary and secondary level e-learning contents, and (2) a guideline for higher education contents. The total number of 62 participants from the universities, industries, cyber universities, and teachers from cyber home study system participated in the study. As a result, we have develope 18 major areas in contents, and 79 sub-categories for the major areas. This result, however, is based on experts in the field, and this guideline should be reviewed and continue to refine to include students, operators, and other stakeholder`s opinions.
