이 연구는 기후변화로 인한 폭염이 건강에 미치는 영향이 크다는 세계보건기구(2009)의 발표에 따라, 현재의 폭염대응정책이 저소득 노인계층에 효과적으로 도달하고 있는지 알아보고자 했다. 이를 위해 폭염정책의 집행자와 정책대상자를 심층 면담했고, 이를 통해 이 연구는 정책대상자들이 경험하는 정책의 문제점과 한계에 대해 고찰했다는 점에서 기존의 연구와 차별된다. 조사결과 폭염의 예보 및 경보시스템과 현 폭염대응정책의 한계, 정책집행단계에서의 서비스 대상 축소와 전달체계 선상에서의 관리문제, 무더위쉼터의 심리적 접근성 등이 문제점으로 나타났다. 이러한 문제점들은 현재 지자체 단위에서 이루어지는 단기간의 폭염대응정책상에서 해결 방안을 모색하기는 어렵다. 오히려 사회적 연결망, 주거복지, 독거노인 건강관리 등과 같은 복지 차원에서 폭염대응정책을 포함하는 장기적인 계획을 수립할 필요가 있다.

The purpose of this study is to examine the effectiveness of heatwave management plan especially focused on the low-income aged people and suggest policy implications to improve current policy and its implementation. As a research method, a literature review and In-depth interviews were conducted. As a result, policy targetgroup for heatwave management plan has been reduced in implementation and warning or safety call was not delivered effectively within networking system. Moreover cooling center has psychological accessibility problem. This study shows that short-term heatwave management plan has limits to address the vulnerabilities of the low-income aged people. To response these problems, therefore, heatwave management plan needs to be combined with comprehensive welfare policy.
