경찰은 정부 3.0 추진을 통해 국민과 소통하는 투명한 경찰이 되기 위해 노력하고 있다. 이러한 노력의 대표적인 것이 정보의 공개이다. 소통을 효과적으로 하기 위해서는 국민이 필요로 하는 정보를 제공하고, 국민에게 알릴 필요성이 있는 정보를 국민이 접근하기 쉽게 공개해야 한다. 하지만 현재 경찰의 정보공개와 관련해서는 몇 가지 문제점이 있다. 첫 번째는 사전정보공표와 관련된 사항으로, 법규 미준수, 지역별 공표정보의 차이, 제공시기의 미준수, 공급자 중심의 자료제공의 문제점이 있다. 두 번째는 정보공개청구와 관련해 비공개 결정의 높은 비율, 정보공개심의회 서면회의 개최의 문제가 있다. 이런 문제를 해결하기 위해서는 법규 미준수 사항을 조속히 이행하고, 사전공표정보 운영가이드를 준수하도록 하며, 공표정보의 범위를 구체화하고 수요자 중심의 맞춤형 서비스를 제공해야 한다. 또한 정보공개청구와 관련해 공개범위를 확대하고 비공개시에는 그 사유를 명확히 제시해야 하며, 정보공개심의회의 대면회의 개최가 이루어져야 한다.

Police are putting a great deal of efforts into communicating with the public through the Government 3.0. To disclose information is the representative of these efforts. Police should provide information the public need, and readily disclose information need be notified for the public. However, there have been several problems with respect to information disclosure in the police system. First, with regard to proactive information disclosure, there are problems of non-compliance with the information disclosure regulations, regional differences in the information provided, breaking the deadline of information disclosure and supplier-directed information provision. Second, with regard to information disclosure requesting, there are problems of a high rate of decision of non-disclosure, and an information disclosure deliberative committees` decision through documents without a meeting. A various ways to solve these problems are as follows: police should comply with the information disclosure regulations; police should follow guidelines of proactive information disclosure; police should set the scope of information disclosure; police should provide consumer-directed information; police should expand the scope of information disclosure regarding information disclosure requests; police should provide clear explanations when they decide not to disclose the information; the information disclosure deliberative committees should hold a physical meeting for information disclosure requests.
