최근 우리나라뿐만 아니라 거의 모든 OECD 국가들의 초미의 관심사는 재정건전성의 회복과 유지에 있다. 그런데 재정건전성 회복을 위한 정책 추진은 정치적으로 중립적이지 않다. 재정적자와 국가채무의 감축 노력이라고 정의할 수 있는 재정건전화 정책은 예산감축에 따른 부담의 배분에 있어서 심각한 정치적 갈등을 초래하기 마련이다. 따라서 각 국 가에서 나타나는 재정건전화 정책의 구체적인 내용과 성과는 경제적 요인과 정치적 요인이 어떻게 상호작용하는가에 따라 서로 다른 형태로 나타나게 될 것이다. 이렇게 볼 때, 재정건전화는 본질적으로 정치경제적인 문제라고 할 수 있다. 그런데 예산과정 참여자들 간의 정치적 갈등과 상호작용 패턴 그리고 정부의 의사결정과정은 이를 둘러싸고 있는 제도적 맥락에 크게 영향을 받는다. 이러한 측면에서 본 연구는 재정을 둘러싼 정치경제적 요인과 제도적 맥락에 초점을 맞추어 재정건전화 정책의 추진에서 특징적인 모습을 보이고 있는 대표적인 사례라고 할 수 있는 미국, 영국, 독일, 스웨덴을 대상으로 재정건전화 정책의 구체적 내용과 재정건전화의 성과에 영향을 미치는 요인들을 비교분석하는데 그 목적이 있다.

Since the Great Recession of 2008, the restoration and maintenance of fiscal soundness has become one of the most challenging policy issues most governments in OECD member countries have to deal with. But fiscal consolidation is not politically neutral. The reduction of fiscal deficits and public debts naturally give rise to serious political conflicts since fiscal consolidation inevitably involves the redistribution of socioeconomic burdens. Hence, the specific features and outcomes of fiscal consolidation policies reflect the interplay of political and economic factors in each country. In this sense, fiscal consolidation is, in essence, a political-economic problem. At the same time, the patterns of political interaction among the participants of the budgetary process and the government’s decision-making processes are heavily influenced by the institutional arrangements specific to each country. In this respect, this study attempts to provide a comparative institutional analysis of fiscal consolidation policies in the United States, United Kingdom, Germany, and Sweden.
