본 연구는 갈등과 논란 속에서 이루어진 서울시 무상급식 정책결정과정과 그 결과로 시행된 보편적 무상급식정책의 내용들을 정책의 공공가치(public values) 실현의 중요성에 근거하여 분석한 연구이다. 공공정책의 결정은 정책이 추구해야 할 본질적 가치인 공공가치의 실현에 중점을 두어야 하는 바, 서울시 무상급식정책이 얼마나 공공가치 실현에 근거하고 있는지 진단하고 평가하는 데 본 연구의 초점이 있다. 연구를 위한 분석틀로는 정책의 공공가치 실현 가능성을 진단하기 위한 공공가치실패모형(Public Value Failure model, 이하 PVF모형)을 적용하였다. 구체적으로는 PVF모형이 제시하고 있는 ‘공공가치실패 판단기준 (public value failure criterion)’ - 가치표명 및 종합화 메커니즘, 불완전한 독점, 편익의 비축, 자원의 보존과 대체가능성, 단기시간지평-을 활용하였으며 각 판단기준마다 서울시 무상 급식정책의 공공가치실패 가능성을 진단하였다. PVF모형에 의한 분석 결과, 서울시의 보편적 무상급식정책은 위 5가지 판단기준에서 모두 공공가치실패 가능성이 있는 것으로 나타났다. 이와 같은 연구결과는 무상급식 정책 결정과 방향의 논의에 있어 보다 공공가치에 대한 깊은 숙의의 과정이 필요함을 시사한다고 할 수 있다. 따라서 향후 무상급식정책 방향의 결정은 본 연구결과가 제시하는 공공가치실패 가능성을 고려하여 정책의 본질적 공공가치 실현에 기여할 수 있는 바람직한 무상급식 정책 방향이 모색될 수 있기를 기대해본다.

This study focused on reviewing the process of policy decision of free school meal service in Seoul that was decided amid conflict and controversy, and analyzing the consequences of such universal free meal service in the perspective of realization of public values. The decision of a public policy should focus on the realization of public values, which is the intrinsic value and the ultimate goal of policies. The purpose of this study is to seek a desirable direction of free meal service policy, focusing on the realization of the public values by diagnosing and evaluating whether or not Seoul’s free meal service is based on the realization of public values. The analysis framework used in this study was the public value failure criterion suggested by Public Value Failure model, to diagnose the realization degrees of public value in policy. For the detailed analysis frame, five criteria were employed among six values criteria in the PVF model. The criteria include the mechanisms for values articulation and aggregation, imperfect monopoly, benefit hoarding, substitutability vs. conservation of resources, and short time horizon, and the possibility of public value failure of Seoul’s free meal service policy was diagnosed with each criterion. According to the results, Seoul’s universal free meal service policy has a possibility of public value failure regarding all five criteria. Therefore, for the future policy decision about the free meal service, a desirable policy direction should be taken into account considering the possibility of public value failure and the criteria to determine such failure. Considering that this study has analyzed Seoul’s free meal service in the perspective of realization of public values, it is expected that this study might serve as a momentum to promote the deliberations about public values in the future policy decision processes and call attention to the importance of such deliberation.
