본 연구는 북한의 급변사태 이후 적용가능 한 효율적인 안정화와 통합의 전략을 제시하고자 한다. 미군이 수행한 안정화작전의 경험에서 교훈을 도출하고자 했다. 북한의 급변사태가 발생할 경우 동북아의 지정학적 구조 및 남북한 특수성으로 인해 주변지역의 위기로 확산되거나 또는 한반도 통합의 기회를 촉발할 수도 있다. 다만 주변국 개입과 불안정 요인의 잔존등 다양한 위협에 직면할 것이다. 따라서 한국은 다층적이고 근본적인 문제를 해결할 효과적인전략을 마련해야 한다. 안정화 전략은 대내외의 군사, 외교 그리고 행정 분야의 다양한 요인을 포괄해야 한다. 한국의 효율적인 안정화 전략을 마련하기 위해서는 안정화작전의 유사한 사례와 비교하여 북한에 적용 가능한 전략을 추론할 수 있다. 미군의 안정화사례에서 도출된 안정화 변화 원인과 한반도 안정화의 결정요인을 비교 및 고찰하여 안정화 전략을 제시했다.

This research seeks to put forward an effective stabilization and integration strategy applicable after a North Korean contingency. Lessons were drawn from the US military’s stabilization operations. In the event of a North Korean contingency, northeast Asian geopolitics and the particular inter-Korean relations will cause regional crises and also trigger an opportunity for Korean peninsula’s reintegration. Various risks such as third party intervention and internal insurgencies are expected to be faced. South Korea must therefore plan an effective strategy to tackle the various challenges. Stabilization strategy must include the military, diplomatic and administrative considerations. For this purpose, previous stabilization operations can be studied and relevant lessons drawn for North Korea. Factors of stabilization in the US military’s stabilization operations and determinants of Korean peninsula’s stabilization were comparatively analyzed to put forward a stabilization strategy for North Korea.
