인구 감소 시기로 접어들면서 대다수 도시들에서 미사용 또는 방치된 부동산은 점점 더 증가하고 있다. 그러나 아직까지 유휴·방치 부동산에 대한 개념적 정의가 내려지지 않고 있으며, 가용한 자료의 부족으로 인해 유휴·방치 부동산의 실태를 분석하는 것은 매우 어렵다. 이러한 배경 하에서 본 연구는 유휴·방치 부동산의 개념을 정의하고 유형별 측정지표를 설정한 후, 익산시를 대상으로 하여 유휴·방치 부동산의 유형별 공간분포와 특성을 분석하는데 목적을 두었다. 분석 결과 유휴·방치 부동산의 공간분포가 유형별로 상이하게 나타났으며, 특히 주거용 및 상업·복합용 유휴·방치 부동산 밀집지구의 경우 구도심과 구시가지에 집중 분포하고 있다. 이는 과거 도시성장기에 과밀하게 개발되었던 시가지의 물리적 노후화와 함께 신시가지 개발 등에 따른 도시계획적 산물로 볼 수 있다. 이러한 유휴·방치 부동산의 발생이 근린의 사회·경제적 측면에 상당한 부정적인 영향을 가져옴에도 불구하고, 유휴나 방치 상태에 있는 사유재산을 다룰 수 있는 법·제도의 미흡으로 인해 지자체의 행정력이 미치지 못하고 있다. 따라서 향후 유휴·방치 부동산의 적실한 관리·활용을 위해서는 지자체별로 보다 혁신적이고 새로운 제도적 장치와 전략이 마련되어야 할 것이다.

In an era of the population decrease, the vacant/abandoned properties have increased in most cities in Korea. However, vacant/abandoned properties have been considered difficult to analyze due to the various definitions and gaps in available data sources. This study aims to define the concept of vacant/abandoned properties, to set the measurement index of them, and to analyze the spatial distribution of vacant/abandoned properties in the city of Iksan. The results of this study showed that the spatial patterns of vacant/abandoned properties vary by each different type of property. As for the residential and commerce vacant/abandoned properties, a high-density cluster has been found in the inner city. Even though vacant/abandoned properties can have detrimental negative impacts on a community’s wellbeing and livability, the problems of vacant/abandoned properties may seem far beyond the control of local governments due to the private property law. The local municipality seeking to manage or reuse the stocks of vacant/abandoned properties may be inspired by reforming existing laws or introducing innovative new tools and strategies.
