본 연구는 경기도의 무상급식정책이 결정되기까지의 과정에 초점을 맞추고, 어떤 과정으로 전개되어 갔는지를 분석하는 것을 목적으로 한다. 여기에서 말하는 무상급식은 의무교육을 받아야하는 초등학교와 중학교까지의 점심을 학교에서 무상으로 제공하는 것을 말하며, 정책형성과정은 의제설정부터 정책결정까지의 과정을 말한다. 이를 설명하기 위해 신문의 ‘무상급식’ 관련 기사를 분석하였다. 정책형성과정의 전개과정은 무상급식정책의 위상과 구체화를 기준으로 의제설정단계, 정책결정 1기와 2기로 구분하였으며, 이를 통해 확인한 결과는 다음과 같다. 첫째, 의제설정단계에서는 상위단계의 의제로 진입하고자 할 때 나타난 장벽들을 확인할수 있었다. 둘째, 정책결정단계에서는 대부분의 정책결정을 점증모형과 만족모형을 적용하여 해석할수 있었으며, ‘정책선도자’, ‘정책의 창’ 등과 같은 Kingdon의 정책흐름모형의 내용 중 일부도 확인할 수 있었다. 셋째, 정책참여자들을 보면 시기별로 의제설정단계에서는 시민단체와 같은 비공식적 참여자가 활발한 모습을 보였으나, 정책결정단계에서는 선출된 관료와 의회 등의 공식적 참여자와 정당의 역할이 두드러지게 나타났다. 이와 같은 결론에 따른 제언은 다음과 같다. 정책결정에서 갈등의 모습을 줄이기 위해 정책네트워크를 구축할 필요가 있다. 그리고 교육정책결정에 있어 정치화된 모습으로 흘러갈 수 있는 점을 유의하여야 한다는 것이다. 결론적으로 무상급식이라는 이슈는 교육의 문제이며, 교육의 문제는 교육의 논리로 해결하고자 하는 노력이 요구된다는 점을 염두에 둘 필요가 있다.

This study focused on the process on the policy formulation of free school lunch in Gyeonggi-do, and analyzed for how to spread out that process. In this study, free school lunch is offering school lunch free to students in elementary school and middle school as compulsory education, and the process of policy formulation is the process including agenda setting and policy decision. For explaining the policy formulation I used article in the newspapers. The process of policy formulation was divided into the phase of agenda setting and primary and secondary policy decision by criteria about status and refinement of policy. In the each phases we can seek the result as follows. First, at the phase of agenda setting we can confirm the barriers for going to upper level agenda. Second, we can find incremental model and satisficing model at the both phases of policy decision. Third, looking into policy participation at the phase of agenda setting, we can find that informal organizations like civic groups are leading the agenda setting, but at two phases of policy decision, we can discover that formal organizations like selected bureaucrats and assemblyman and informal organization like political parties are leading the phases. Proposals are as follows through the results. We need to construct policy network for reducing conflicts. And we have caution about becoming politicized condition in deciding education policy. In the conclusion we have to recognize that the free school lunch policy is education policy, and education policy must have educational logic.
