본 연구는 경상북도 A시 소재 15개 공립초등학교의 학교운영위원회 회의록을 수집·분석하여 학교운영위원회의 운영 실태와 특성을 분석하였다. 또 이를 통해 드러나는 문제점에 대한 해결 방안을 모색하기 위해 학교운영위원과의 면담을 통해 실질적이고 현실적인 발전 방안을 조사·분석함으로써 학교운영위원회의 발전적 운영 방안을 모색하는데 그 목적이 있다. 연구 결과를 요약하면 첫째, 학교운영위원회의 설립 취지에 부합하도록 학부모와 지역위원의 참여가 행사의 들러리로 끝나는 형식적이고 의무적인 학교운영위원회 개최를 지양하고, 좀 더 활발한 토의·토론이 있는 학교운영위원회 운영에 대한 학교장의 마인드 변화와 적극적인 의지가 요구된다. 둘째, 다수의 학교운영위원회 위원이 학부모 및 지역위원인 만큼 참여율을 끌어올리기 위해서 학부모 및 지역위원에 맞춘 회의 날짜와 시간을 결정하고, 갑작스런 회의 개최보다는 충분한 시간을 두고 회의를 계획하고 회의자료도 학부모와 지역위원의 이해를 돕기 쉬운 형태로 제공해야 한다. 셋째, 심의결과를 학교홈페이지에 의무적으로 형식적으로 탑재하기 보다는 학부모의 알 권리 충족 및 지역사회의 학교교육에 대한 관심을 유도하기 위해서라도 적극적으로 공개하고, 직장 생활로 바쁜 학부모들과 젊은 학부모의 취향을 고려하여 다양한 방법으로 공개해야 한다.

The purpose of this study is, by collecting school governing committees`minutes, which are actual operation cases, to examine the discussion operation status of school governing committees. In addition, this study tries to seek school governing committees` developmental operation measures through interviews with school governors. This study targeted totally 15 schools located in A City, Gyeongsang buk-do, 5 in the central area, 5 in the outskirts, and 5 in eup and myeon. In order to achieve the research purpose, officially announced information and school governing committees` minutes of elementary schools located in A City, Gyeongsangbuk-do were analyzed from 2013 to 2014, and interviews with school governors were performed. The study results can be summarized as below. First, in order to meet the object of the establishment of school governing committees, principals need to reject formal and compulsory school governing committees and actively operate them. To this end, principals should improve school governors` understanding of training and education activities. Second, in order to raise the participation rates of school parents and local governors, it is necessary to set discussion dates and times considering the schedules of school parents and local governors and provide them with easily understandable discussion materials. Third, in order to satisfy school parents` right to know and arouse local communities` interest in school education, it is needed to actively open deliberation results with various methods considering the conditions of busy and young school parents.
