본 논문은 현재까지 한국이 세계 통신사업을 주도하였으며, 앞으로도 어떻게 하면 지속적으로 선도할 수 있을까 하는 대안을 연구하였다. 세계의 이동통신사업은 한국의 무선전송기술이 주도하고 있다고 해도 과언이 아니다. 이동통신기술은 다양한 관련된 통신장비 및 단말기의 기술발전을 통하여 달성하고 있다. 최근의 이동통신기술을 보면, 단순한무선통신기술보다는 단말기 자체의 다양한 관련 기술적인 발전이 매우 빠르게 진행되고 있다. 따라서 이동통신사업은 이와 같은 기술적인 측면을 고려하여야 할 것이다. 현재 한국은 이동통신 방식이 LTE-FDD를 채택하고 있으나, 세계 주요 국가는 LTE-TDD로 바꾸고 있다. 현재 LTE-TDD는 37개국 58개 사업자가 시행하였거나 시행을 준비 중에 있다. LTE-TDD는 앞으로 약 100개 국가에서 약 100개 이상의 사업자가 사업을 할 것으로 보인다. 특히, 중국과 일본은 TDD 방식을 수행하면서 한국도 TDD 방식을 수용하여 한중일의 이동통신 로망의 통일과 국제적인 로망도 이루어야 할 것이다. 따라서 한국에서 신설될 이동통신사는 LTE-TDD 방식으로 허가하여야 하며, 이를 통하여 한국이 미래에도 ICT 산업을 선도하여야 할 것이다.
