본 논문의 목적은 방사성폐기물 관리사업의 정책변동과정을 정책옹호연합모형(AdvocacyCoalition Framework, ACF)을 적용하여 분석하는 것이다. 방폐사업 사례에 대한 모형적용을 통해 정책옹호연합모형의 유용성을 확인하고, 한편 한국적인 상황에서의 이론적, 현실적인 한계를 검토하였다. 이를 위해 모형의 의미와 주요 구성요소를 논의하고 ACF의 외적변수와 신념체계, 의사결정과 정책 산출의 모형의 측면에서 방사성폐기물관리사업 사례분석에 구체적으로 적용하였다. 이를 통해 방사성폐기물관리사업의 정책결정과 집행, 산출, 정책영향, 환류의 정책변동과정에 대한 총체적 설명이 이루어지고 있다. 하지만, 분석모형의 유용성에도 불구하고, 일반화의 한계, ACF 모형의 외부변수 구성의 복잡성, 외부변수와 정책형성 과정간의 인과관계 규명에의 한계 등이 이 사례연구에서도 발견된다.

In order to analyze radioactive waste disposal policy with Advocacy Coalition Framework (ACF), this study first, examines main components of ACF, and then applies ACF``s variables, belief system, decision making process, policy making model into a concrete case of radioactive waste disposal facility policy. Even though the study proves ACF to be a useful explanatory model, however, it shows at the same time some theoretical and practical limitations in Korean context.
