본 논문은 한국의 카렌족이 1990년대 중반부터 현재(2016년 초)에 이르기까지 어떤 길을 걸어왔는지 라에뇨와 모사린의 얘기를 중심으로 살펴본다. 이들이 한국에 들어오기 시작한 시기는 미얀마인을 비롯하여 외국인 노동자들이 들어오기 시작했을 때와 겹친다. 모사린과 라에뇨는 처음에 다른 미얀마인들과 같이 어울려 지내며 비슷한 길을 갔다. 2000년 들어서 카렌족 공동체는 갈라지는 길목에 들어섰다. 여기에 KNU의 핵심인사가 독려한 초국적 자극이 크게 작용했다. 그 둘은 협력하여 2005년에 카렌족 공동체(Karen NationalFellowship)를 결성하고 고유성을 발현하는 새해 행사를 기획했다. 2007년부터 카렌족 공동체 만들기는 정치색을 띠었다. 2009년 초에 카렌청년회(KYO)한국지부를 설립하여 독자적인 난민성을 표방했다. 카렌족의 초국가적 연대도 이때부터 본격적으로 발전하기 시작했다. 2010년 이후의 한국의 난민 제도의 변화, 특히 2012년 난민법제정으로 본격화된 난민 제삼국재정착 정책은 카렌족 공동체의 난민성과 초국가성을 강화하는 계기였다. 안팎으로 난민성은 카렌족공동체의 핵심 성격으로 자리 잡게 되었다. 특히 해외 카렌족 지도자의 2015년 10월 한국 방문은 한국의 카렌족이 초국적 길을 갈 수있도록 자극하는 결정적인 사건이었다. 이렇듯 해를 거듭하며 초국가성, 난민성, 고유성에 기반을 두고 카렌족이 독자적인 길을 구축해왔으나 그 길은 결코 쉬운 길이 아니다. 초국적 연대를 이끌어왔던 중심인물의 부재를 겪어야 하고, 재정착 난민의 소유권을 두고는 한국 정부와 마주쳐야 하고, 고유성을 강조하는 새해 행사는 카렌족의 혼종성이 끼어들기 때문이다. 이 글은 카렌족이 그러한 한계 속에서도 주체적인 길을 걷는다는 점을 강조한다.

This study explores how the Karen in Korea have built up their identity with a focus on the life stories of the two individuals. In early days (the 1990s), the Karen had a similar pattern of lifestyles with other Burmese in Korea. However, stepping into the 2000s the Karen was about to take a different path, prompted by the visit of a Karen politician to Korea. As a result, Karen National Fellowship was established and began to organize a Karen New Year Ceremony as an important event to promote independent identity. In early 2009 as the Korea branch of the Karen Youth Organization was set up, Karen identity became more politicized and stood upon refugeeness. A new policy environment unfolded in the 2010s, in particular a refugee resettlement program enacted in 2012 strengthened refugee identity and subsequently transnational ties among the Karen in Korea and beyond. The history of the Karen community tells that their identity building has stood upon transnationalism, uniqueness, and refugeeness. However, they have to face obstacles in their pursuit of independent identity: the absence of an important person that used to play a big role in the establishment of transnational connection; cultural hybridity manifest in the Karen New Year; and the Korean government``s engagement in resettled refugees. They are taking an independent but dynamic path in their ongoing process of identity building.
