본 논문의 목적은 김정은 정권의 도발요인을 분석하고 재도발 차단을 위한 억제전략을 제시하는데 있다. 북한의 도발요인은 백두혈통의 정통성을 부여하는 본질적 요인과 체제난 극복을 위한 환경적 요인뿐만 아니라 북한의 도발에 대한 대응 측면에서도 찾아볼 수 있다. 북한의 핵ㆍ미사일 도발을 억제하기 위해서는 미국과 중국의 전략적 합의 하에 ‘제재’와 ‘대화’를 단계화 하는 새로운 억제전략을 모색할 필요가 있다. 1단계로 ‘제재’는 미국을 중심으로 하는 국제사회의 적극 동참으로 유엔안보리 결의 2270호를 강력하게 이행하고, 2단계로 ‘대화’는 중국의 적극적 역할을 통해 핵 포기 시 체제보장은 물론 파격적인 경제지원을 약속하는 새로운 대안을 제시함으로써 북한에게 출구전략을 마련해줄 필요가 있다. 아울러 미국의 확장억제에 대한 신뢰성과 한국군의 킬 체인 및 KAMD를 조기에 전력화함은 물론SLBM에 대한 군사적 대응수단을 개발해야 할 것이다. 북한의 국지 무력도발에 대해서는 한국과 미국이 공동 대응할 수 있도록 도발유형별 작전계획을 구체화해야 한다. 또한 북한의 재 도발행위를 억제하기 위해서는 강력한 응징이 불가피하다. 특히 북한이 ‘즉각 응징’을 모면하기 위해 천안함 피폭과 같은 ‘은밀 도발’ 및 테러를 시도할 경우에 대비하여 ‘사후 응징’ 방안을 발전시킬 필요가 있다.
Purpose of this thesis is to analyze provocation factor of Kim Jong-un’s regime and to suggest deterrence strategy of re-provocation. Provocation factor of North Korea can be found not only from an essential factor to grant legitimacy of Baekdu lineage and environmental factor to overcome regime difficulties but also from response aspect on North Korea``s provocation. It is necessary to seek a new deterrence strategy of phasing ``sanctions`` and ``conversation`` through role allocation between USA and China in order to deter North Korea``s nuclear..missile provocation. With respect to ``sanctions``, it is required for the international society to positively participate in the sanctions to strongly fulfill U.N. Security Council Resolution 2270, and with respect to ``conversation``, it is required to suggest a new alternative promising regime guarantee as well as incredible economic support in case of North Korea``s abandonment of nuclear so that North Korea may have an exit plan. Furthermore, it is necessary to strengthen extended deterrence in preparation for North Korea``s nuclear attack and to earlier arrange Kill Chain and KAMD of Korean army but it is also necessary to promote THAAD deployment. Against North Korea``s local armed provocation, it is required for both Korea and USA to embody operation plans as per provocation type in order for them to take joint measures. Also, re-provocation has to be blocked through a strong retribution. Especially, it is necessary to develop ``a post retribution`` measure in preparation for an attempt of ``covert provocation``
