이 연구는 AHP 분석을 통해 공공부문 빅데이터 분석·활용의 확산을 위한 정책 우선과제를 도출하고, 분석결과를 토대로 대응 방안을 모색하는 것을 목표로 한다. ‘공공부문 빅데이터 정책 활성화’를 위한 정책 과제는 기술·인프라 수준, 법·제도 수준, 인식·문화 수준의 세 가지로 구성되었다. 기술 인프라 수준은 기술개발과 인력양성으로, 법·제도 정비는 법제정비와 추진체계 정비로 나누었으며, 인식·문화 확산은 홍보·인식개선과 역기능우려 개선으로 중분류하는 등 총 12개의 세부 과제로 나누었다. AHP 설문 결과 법제 정비가 중요도와 긴급성에서 가장 중요한 과제로 나타났고, 활용문화의 확산, 조직 내 추진체계의 정비 등이 우선 정책과제로 분석되었다.

The object of this research is to outline policy priorities through AHP analysis that can upgrade big data policy in the public sector. Policy factors for big data diffusion were categorized into three different groups; technology·infrastructure improvement, law·policy improvement, and awareness·culture improvement. Among total 12 policy challenges, the results showed that the top priorities in terms of importance and urgency were the enactment of Big Data Act, the of the big data awareness diffusion, the improvement of policy organization system, and the balance between the use of big data and privacy.
