본 연구는 세계정세의 급격한 변화 또는 북한내부의 급변사태 등에 의해 화급히 제기될 수도 있는 한반도의 통일논의에 선제적으로 대비하고 통일역량을 강화하는 차원에서 접근을 시도하였다. 특히, 본 연구는 한반도 통일을 위한 다양한 기반 정비사업 중에서, 우선적으로 한반도의 통합 또는 통일을 위한 기간교통망의 구축과제에 대해 고찰하였다. 보다 구체적으로는 통일시대에 대비한 경제분야에서의 인프라구축 과제라고 할 수 있는 한반도종단철도(이하, TKR)에 대한 연결사업이 가지는 정책적 의의와 시사점을 정치 및 사회적 기대효과를 중심으로 검토하였다. 본 연구에서는 우선, 북한경제의 현황과 철도산업의 실태를 살펴봄과 동시에 북한과 인접한 중국과 러시아의 철도와 관련된 협력사업의 현주소와 문제점들을 지적하였다. 이와 같은 사실관계를 통하여 남북 간에 단절된 철도구간에 대한 조속한 복구와 연결사업의 필요성을 강조하였다. 특히, 이번 연구에서 주목하고 있는 TKR의 복구사업은 한반도 통일시대에 대비한 인프라의 선제적 구축이 된다는 점을 분명히 하였으며, 남북 간의 기간 교통망 구축으로 기대되는 다양한 효과를 정치·사회적 관점에서 정리하였다. 특히, 본 연구는 TKR 연결사업이 성공적으로 추진되어 남북한이 철도로 연결되고 또한 한반도와 인접한 일본이 해저터널 건설을 계기로 보다 밀접한 관계로 거듭나게 된다면, 이는 동북아는 지리적 단절성이 극복되어 동북아의 안보정세의 안정에 큰 전환점이 된다는 것을 강조하였다. 즉, TKR이 복구되고 한일해저터널 건설이 가시화되면 섬나라이자 경제대국인 일본은 유라시아철도 교통망에 편입되게 되어 동북아차원의 정치·경제적 협력관계가 강화될 것임을 지적하였다. 다시 말해서, 이번 연구과제의 수행을 통하여 TKR의 연결사업은 한·일 및 북·일관계의 개선을 도모하는 계기가 될 뿐만 아니라, 고립되어 경제적 침체가 날로 심화되고 있는 북한경제를 부흥시켜 통일시대에 소요될 엄청난 규모의 통일비용의 절약을 가능하게 하여 세계 유일의 분단국가인 한반도의 평화통일을 앞당기는 지름길이 된다는 사실을 분명히 하고자 하였다. 뿐만 아니라, TKR의 복구에 의해 남북 철도망이 연결되면, 중국과 러시아, 나아가서는 유럽대륙과의 철도교통망이 구축이 용이하게 되며, 아시아와 유럽은 인적인 교류와 소통관계가 보다 원활하게 되어 세계 평화체제의 구축에도 기여하게 될 것이다. 이와 같이 본 연구에서는 TKR의 복구사업은 오늘날 극도로 경색되어 있는 남북관계를 개선시켜 한반도 통일을 조기에 실현하는 계기가 되며, 또한 한반도의 평화적 통일은 동북아지역의 항구적인 안정과 세계평화체제의 구축에 기여함을 주장하고 있다. 이와 관점에서의 연구의 성과물은 향후 언젠가 부상될 것으로 예상되는 건설적이고 미래지향적인 통일담론(談論)과 동북아공동체 형성논의 등에 있어서 일조할 수 있을 것으로 사료된다.
This study was attempted to prepare a preemptive approach at the level of the unified discussion that may be raised urgently due to changes inside North Korea`s rapidly changing situation in the world situation and strengthen the unified capabilities. In particular, the present study investigated the task of building transport periods for consolidation or unification of the Korean peninsula from a variety of base maintenance business for Korean unification. More specifically, in preparation for the unification of the Korean peninsula it was discussed the significance of the infrastructure projects TKR connection project of the expected effects of the political economy dimensions. In this study primarily investigated the status and situation of the railway industry in North Korea. Also looked at the current situation and problems of rail-related cooperation of neighboring North Korea, China and Russia. Through these facts it emphasized the need for the immediate restoration of severed business connections with the railway between North and South. In particular, the reconstruction of TKR was clear that the pre-emptive building of infrastructure in preparation for reunification. More specifically, it describes the range of effects is based transportation network between North and South Korea in the political and social point of view. In particular, this study emphasizes that it should be resolved following two factors: First, the South and the North through the TKR connection project should be linked to the railway. The second is that it is close to Japan and the Korean Peninsula should be more closely in the wake of tunnel construction. If such problems are solved in Northeast Asia geographically integrated into a logical explanation was that the contribution of the Northeast Asian security affairs. In other words, TKR is to be restored and incorporated in Japan, in Eurasia rail transport as Korea and Japan undersea tunnel construction and island economies. Northeast Asia is through the above process will be explained strengthen political and economic cooperation. In other words, the TKR connection project will help to improve relations with South Korea and Japan, North Korea and Japan. In addition to developing the North Korean economy makes it possible to save on the cost of unification. This fact is to accelerate the unification of the Korean Peninsula, the only divided country in the world. In addition, the two Koreas are connected by the railway network in the recovery of TKR. Railway transport links with China and Russia, the European continent is possible to build. Such elements are to facilitate people-to-people exchanges and communication relationships between Asia and Europe and to build peace in the world. Thus, reconstruction of the TKR is to improve the relationship between South and North Korea allows immediate realization of reunification. Peaceful reunification of the Korean peninsula also allows for stability and peace in the region. This research will help to unify discussion is expected in the future. And it is thought to be helpful in the discussion of community building in Northeast Asia.
