본 연구는 미국 및 일본에서 시행되고 있는 지역경제 활성화 정책인 이코노믹 가드닝(Economic Gardening)의 정의와 내용을 정리한 이후, 일본 오사카부(大阪府)의 담당자 및 관계자들을 대상으로 인터뷰 조사를 시행하여 이코노믹가드닝 현황과 성과에 관한 심층적인 분석을 시행하였다. 이코노믹 가드닝은 지역 내 중소기업이 지속적으로 성장할 수 있는 환경을 조성하는 것을 목표로하고 있다. 미국 각 지역에서 이코노믹 가드닝의 시행 결과 괄목할 만한 경제적 효과를 도출하고 있다. 문헌조사 및 인터뷰조사를 통하여 파악한 EG오사카의 주요 특징은 다음과같이 요약된다. 첫 번째, 지역 내에 존재하고 있는 중소기업 중 성장 가능성이있는 기업을 선별한 후 집중적으로 육성.관리하는 정책을 시행한다는 점이다. 두 번째, 지역경제 컨시어지 양성 프로그램을 통한 가드너의 교육 및 육성을 체계적으로 시행하고 있다. 세 번째, 지역 중소기업의 경영능력을 중장기적으로 향상시키기 위해 지역의 기업, 정부, 대학, 금융, 주민 구성원 간 협력 체제를 갖추고 있다. 향후 한국의 지역경제 활성화를 위한 대안으로써 이코노믹 가드닝의 사례연구에 관한 보다 심층적인 연구와 함께 본격적인 도입 검토가 필요하다.

The purpose of this study is to define and show the contents of the Economic Gardening policies which is operated in US and Japan. The interview survey of Osaka representatives and officials are implemented in order to find out the status and performance of Economic Gardening. The goal of the Economic Gardening is to create beneficial effect of an the conditions for the continuous development of the local economy. The valuable results already are indicated as the significant effect in the US economic Gardening. The key characteristics of the EG Osaka are summarized as follows: At first, the local SMEs which are potential for the future opportunity are selected and then these companies should be forested intensively with the Economic Gardening policies. Second, Concierge Training Program is implemented in order to educate the economic gardener. Third, the closer cooperation among local enterprise, government, university, banks and local resident is the important element for future development in terms of the management of the local SMES and regional economy. In order to the direct and aggressive introduction of the Economic Gardening to the local econmy in South Korea, further research should be conducted of Economic Gardening.
