특수교육의 패러다임 변화로 통합교육이 확대되고 시대의 흐름에 따라 사회 구성원들의 가치관이나 형태도 변화되고 있다. 다양성에 대한 인정, 그리고 편견 및 차별 금지 등 인종과 종교 등에 대한 인식 변화가 요구되고 있다. 특히 특수교육에서 이중문화ㆍ이중언어접근법(2Bi)이 제기되면서 농문화(Deaf)라는 집단 정체성이 강한 농인에 대한 관심이 달라지고 있다. 농인은 청각적 특성으로 인하여 건청인과는 또 다른 언어와 문화가 존재한다. 특수교육에서 지향하고 있는 통합교육의 이념, 그리고 사회복지의 기본과제인 배제와 포함을 고려한다면 분리가 아닌 진정한 사회적 통합을 위해서는 농인에 대한 이해가 우선이 되어야 한다. 서로 다른 문화와 언어에 대한 이해가 바탕이 될 때, 진정한 소통 및 관계 형성이 이루어질수 있다. 따라서 현재 우리나라 성인들의 농인에 대한 인식을 제고함으로써 농인들의 완전한 사회 참여와 통합을 도울 수 있는 방안을 마련하고자 하였다.

As integrated education has expanded due to the paradigm shift of special education, the values and its form of community members has changed with the stream of times. It is required to change the perception for race, religion and so on including acknow ledgment of diversity, prejudice and prohibition of discrimination. Especially, as sugges ting 2Bi in special education, the interest for Deaf people with a strong collective identity as Deaf has been changing. Deaf people have different languages and culture from normal-hearing people due to auditory characteristic. Considering the ideology of integrated education being aimed in special education and the exclusion and inclusion as a basic issue, the understanding for Deaf people should be given priority over any others to achieve true social integration, not separation. When based on the understanding of various cultures and languages, the genuine communication and relationship formation can be accomplished. Consequently, the measures to help perfect social participation and integration of Deaf people has been prepared by enhancing the current perception of adults in our country for Deaf people.
