국내에는 척수장애인에 대한 집중적인 의료 서비스의 제공 이후의 지역사회 이행과 후속 지원에 관한 연구가 드물다. 이에 본 연구는 우선 우리나라 척수장애인의 현황과 국립재활원의 운영현황을 살펴보고 외국의 척수장애인 재활 지원 체계를 기술한 후 국립재활원의 개편 방안을 제시하고자 하는 목적을 가지고 있다. 이를 위하여 본 연구에서는 먼저 2011년도 장애인실태조사 자료를 이용하여 우리나라 척수장애인의 현황을 유추해 보았고, 연보와 통계정보를 통해 국립재활원의 운영 현황을 살펴보았다. 또한 전통적인 병원 기반 재활과 지역사회 기반 재활 서비스사이에서 필요한 연계를 제공함으로써 척수장애인을 위한 보호의 연속성을 보장하는 데 목표를 둔 이행 재활 모델을 포함하여, 호주 퀸즐랜드 주의 척수손상 서비스를 기술하였다. 결론에서는 호주의 이 서비스를 바탕으로 척수손상센터의 설립, 이행 재활 프로그램의 확대, 아웃리치 프로그램의 제공, 동료 지원 프로그램의 운영 등 국립재활원의 개편 방안을 논의하였다.

In Korea, research on the provision of intensive medical services to people with spinal cord injury and on their transition into the community and follow-up support is sparse. Thus, the purpose of the current study was to examine the situation of Koreans with spinal cord injury and the operation status of National Rehabilitation Center, to describe a foreign support system for the rehabilitation of people with spinal cord injury, and to suggest measures to reform National Rehabilitation Center. For the purpose, the study inferred the situation of Koreans with spinal cord injury using the “National Disability Survey 2011” data and examined the operation status of National Rehabilitation Center through its annals and its statistical information. Also, it described the Queensland Spinal Cord Injuries Service in Australia, including a model of transitional rehabilitation that aimed to ensure the continuity of care for people with spinal cord injury by providing a necessary link between traditional hospital-based rehabilitation and community-based rehabilitation services. In its conclusion, the study discussed four measures to reform National Rehabilitation Center on the basis of this Australian service: establishment of spinal injuries center, expansion of transitional rehabilitation program, provision of outreach program, and operation of peer support program.
