본 연구의 목적은 농촌지역 장애인의 재활서비스에 대한 욕구를 파악함으로써 지방자치단체와 장애인종합복지관의 바람직한 역할정립 및 정체성을 제안하는 것으로 연구수행을 위해 농촌지역인 남해군에 거주하는 등록장애인의 20%인 889명의 욕구를 분석하였다. 연구 결과 첫째, 농촌지역의 지방자치단체는 우선적으로 장애인 복지에 대한 예산을 생산적 복지 패러다임에 맞추어 확대하는 방안이 고려되어야 하며, 장애인의 경제력 창출, 보건, 대중교통 이용, 문화여가, 취업알선 정책과 예산배정에 중점을 두며, 장애유아나 아동을 위해서는 재활치료 및 의료재활, 학령기 및 청년기, 장년기 장애인들은 직업재활, 노령장애인들을 위해서는 보건문제를 정책의 우선순위로 두고 다룰 필요가 있고 이 과정에서 여성장애인에 대한 적극적 우대조치들을 고려하여야 한다. 장애유형별로는 지체장애중심의 정책에서 자폐성장애, 뇌병변, 정신, 내부장애 등에 초점을 맞출 필요가 있으며 장애인을 위한 시설 설립 시 수용시설보다는 지역사회 중간시설의 형태로 확대하는 것이 바람직하다. 둘째, 농촌지역의 장애인복지관은 먼저, 종합적인 재활서비스를 제공하는 복지센터로서의 기능을 수행해야 하며, 장애인들의 경제력을 회복시킬 수 있는 취업알선이나 일자리 창출, 직업재활시설 운영, 공공기관의 우선구매 및 매점ㆍ자판기 우선 배정 등의 사업이나 프로그램을 우선 구성해야 하며, 장애인들의 보건관리를 위한 프로그램이나 대중교통 편의시설이 개선될 수 있도록 지속적인 정책건의와 홍보, 모니터 활동 등의 프로그램, 장애인들을 위한 다양한 문화ㆍ여가 프로그램을 제공하는 장애인 친화적인 복지관이 될 수 있도록 해야 한다. 또한 장애인의 삶의 주기별 프로그램을 구성해야 하는데, 장애유아나 아동은 재활치료 및 의료재활 서비스에, 학령기 및 청ㆍ장년기는 직업, 노령기는 보건프로그램에 중점을 두어 구성하며, 이 과정에서 장애여성과 자폐성장애, 뇌병변, 정신, 내부장애 등이 우선적으로 고려될 수 있도록 해야 한다.

This study attempts to delineating roles of community rehabilitation center and local government for persons with disabilities. For the research purposes, survey research and comparative studies among nations such as USA, Germany, and Korea were carried out. The results of this research can be summarized as follows : First, the first expansion of the welfare budget for persons with disabilities should be considered, also, shall focus on the establishment of economic, health, accommodation, culture and leisure and vocational rehabilitation policies and budget allocation. Treatment and medical services for children with disabilities, vocational rehabilitation services for adolescence and adulthood with disabilities, and health services for elderly with disabilities first need to consider. And, from the center of persons with physical handicap are mental disorders or internal disorder, have to switch to center. Also, Recommendations to expand the halfway-house rather than to institutional based rehabilitation. Second, the community rehabilitation center provides comprehensive rehabilitation services will need to function as a welfare center and economic recovery program or sheltered workshop and priority shops and vending machine program consists of the business should be. Also, for people with disabilities to manage their health or accommodation and monitor the program and results of ongoing policy is needed for the program. Finally, the program requires cycle of life, treatment and medical services for children with disabilities, vocational rehabilitation services for adolescence and adulthood with disabilities, and health services for elderly with disabilities first need to consider. In the process, persons with women and autism, cerebral palsy and mental disorder and internal disorder should be considered a priority.
