중증장애인들에게 고용의 기회와 훈련을 제공하는 직업재활시설이 안정적인 생산기능을 확립할 수 있도록 적극적 우대조치(affirmative action)의 하나로 중증장애인생산품 우선구매제도를 시행해 오고 있으나 2011년도부터 변화되는 제도로 인해 제품을 생산하는 직업재활시설 및 장애인복지단체에서는 구체적인 정보나 지침이 없어 혼란과 어려움을 겪고 있다. 따라서 국내외에서 시행되고 있는 장애인생산품 관련 우선구매제도를 알아보았으며, 중증장애인생산품의 의무구매자인 공공기관을 전수조사 하여 구매실태와 구매 욕구를 파악하였으며, 변화되는 제도 속에서 어떤 준비를 해야 하는지 직업재활시설 및 장애인복지단체, 장애인생산품업무수행기관, 보건복지가족부, 공공기관의 입장별로 역할을 제시하였다.

Vocational rehabilitation facilities are providing employments and vocational rehabilitation training for individuals with severe disabilities. Procurement systems are to vr facilities benefit and supports competitiveness and productive capacity reinforcement of vr facilities. However because Procurement system is shorty scheduled to alter, vr facilities have to prepare for change. Therefore through survey of public institutions, try to suggest ways to vitalize procurement system. First, vr facilities have to decide carefully products and make every effort to upgrade the quality of products. Second, korea disabled people`s development institute(KODDI) have to provide information related to products for public institutions. KODDI also has to perform business for an procurement, promote products with severe disabilities and train vr facilities` staffs. Third, Ministry for health, welfare and family affairs provides a grand plan for vitalizing procurement, expands support and budget of vr facilities and encourages procurement of public institutions.
