본 연구는 한국형 웹 콘텐츠 접근성 지침(KWCAG 2.0)에 따라 장애인 사용자가 평가한공공기관 홈페이지의 웹 접근성 준수 실태를 알아보고, 이들이 가진 개선 및 요구사항이 무엇인지 알아보고자 하였다. 시각장애, 청각장애, 지체장애를 가진 6명의 사용자가 이해하기쉽게 수정된 항목으로 구성된 KWCAG 2.0을 이용하여 550개의 웹 페이지를 점검하였으며,15개의 과제수행을 통해 장애인 웹 사용자의 입장에서 접근성이 용이한지 확인하였다. 연구결과, 한국형 웹 콘텐츠 접근성 지침에 따른 장애영역별 공공기관 홈페이지 준수실태는 모든지표에서 90% 이상 준수되고 있었다. 그러나 사용자 중심의 수행과제에서는 준수실태와 달리 일부분 접근이 어렵다고 보고되었다. 이에 형식적인 측면을 넘어 내용의 전달에 중점을맞춘 질적 측면의 개선을 고려해 달라는 요구가 공통적이었으며, 장애영역과 장애수준을 고려한 항목이 현재 준수지침에 추가적으로 보완되어져야 할 것이다.

This study was to figure out the current conditions and needs of people with disabilities for web accessibility on the public institution’s web-site using the KWCAG 2.0. The participants were 6 (2 users with visual disability, 2 users with hearing disability, 2 users with physical disability) as a web-user. 550 web pages were reviewed by the participants using the checklist revised KWCAG and task-list for web-user. All of data was analyzed by frequency and Likert scales. The results of this study found two things. First, the accessible rate was high over 90% in the subscales of KWCAG 2.0. However, the task-list rate was different, reporting they had some difficulties for assessing some of pages. Second, Main needs by the participants was easy understanding of context beyond checklist’s accomplishment. Therefore, we suggest that the checklist focusing on web developer needs to take complimentary items focusing on web users.
