본 연구의 목적은 2010년 직업재활시설 유형재편 후 2011년 성과 중심으로 재편의 이슈로 제시 되었던 직업재활시설 유형구분과 운영기준 문제점, 보호고용기능과 생산성 향상, 전이율, 직업재활시설 정체성 등의 일정한 개선효과를 측정해 보고자 하는 것이다. 본 연구를통해 나타난 결과는 첫째, 직업재활시설 유형구분 기준이 분명하지 않다는 문제는 장애인 근로자의 직업적 제 능력을 기준으로 보호고용 기능을 하는 근로사업장과 보호고용과 훈련기능을 갖는 보호작업장으로 구분하는 분명한 기준이 마련되었으며, 둘째, 직업재활시설 설치운영기준은 직업적 특성을 반영한 운영기준으로 개선은 되었지만 신고제로 되어 있어 성과가 한계가 있으며, 셋째, 보호고용으로서의 기회제공과 생산성 향상 문제는 재편 전보다 2배이상 분명한 성과가 있었으며, 넷째, 장애인근로자의 전이문제는 전이효과가 3년 이상 소요되는 점을 고려해도 재편 후 2배 이상 높으며. 다섯째, 직업재활시설의 정체성 문제는 임금상승, 전이율, 대상 장애인 근로자의 장애유형과 정도, 훈련생 선발기준, 프로그램 실시 등에 있어 서서히 정체성을 찾아가고 있다. 본 연구 결과를 토대로 유형재편의 성과가 지속적으로 나타나기 위해서는 첫째, 직업재활시설의 신고제가 허가제 혹은 인증제로 개선될 필요가 있으며, 둘째, 중앙정부의 인력과 예산증가가 지속적으로 이루어져야 하며, 셋째, 직업재활시설의 생산품이나 서비스가 적절한 판매가 이루어질 수 있도록 지원되어야 한다.

Firstly, the criteria for classification of vocational rehabilitation facility type were not clear but it was improved by providing definite criteria of assorting two different types of facilities, i.e., the workshops which are served as sheltered employment based on vocational ability of workers and another workshops which have sheltered employment plus vocational training. Secondly, criteria of founding and management of vocational rehabilitation facilities have improved with reflecting vocational characteristics but it is notification-only system. Thirdly, there was more than double productivity in terms of offering opportunities as sheltered employment and growth of production compared to pre-reorganization. Fourthly, the effect of transition is more than double when it comes to handicapped workers although its effect need time more than three years. Fifthly, regarding identity problem of vocational rehabilitation facilities, they are progressively taking their identities in terms of wage push, transition rate, selection criteria of trainee, type and degree of disability, and implementation of the programme. Besides this, number of staff and budget were increasing continuously as an additional gain of facility type reorganization. Based on the results of this study, here are several suggestions in order to have maintaining achievement of reorganization. Firstly, instead of notificationonly system, permit system or certification system should be implemented when vocational rehabilitation facilities are founded and managed. Secondly, there should be continuous support of manpower and budget supply from central government. Thirdly, central government should support marketing of services or product of vocational rehabilitation facilities.
