이 연구의 목적은 저소득층 장애아동의 변화과정을 기술하는 것이다. 구체적으로는 첫째, 저소득층 장애아동을 위한 사례관리 프로그램을 개발한다. 둘째는, 사례관리 프로그램의 회기 중에 일어나는 아동과 가족의 변화 과정을 분석한다. 이 연구에서는 아동의 개인적 요인(지적장애, 행동문제)과 특정 환경적 요인(편모가정, 저소득층 가정)을 모두 고려하여 사례관리라는 포괄적이고 복합적인 중재 방법을 사용하였다. 연구 대상은 D광역시에서 사례관리 대상자로 의뢰된 저소득층의 지적장애아동 1명과 품행장애가 의심되는 아동 1명 그리고 그 아동의 가족이다. 사례관리 절차는 아동과 가족의 기본 정보 수집, 요구 사정, 중재목표 설정, 지원서비스 제공, 그리고 종결평가와 사후관리이다. 중재목표를 달성하기 위해 아동의 개별프로그램을 개발하였고, 가족지원 서비스를 가족에게 제공하였다. 사례관리 프로그램의 시작과 종료 시 가족요구를 조사하였고, 아동의 변화를 측정하였다(A아동은 포테이지 발달 검사를, B아동은 K-CBCL과 K-ABC를 실시하였다). 사례관리 대상아동과 가족의 변화를 제시하기 위해 변화과정 연구(Change Process Research; CPR) 방법의 3가지 성과, 즉각 적 성과, 중간적 성과, 최종적 성과를 중심으로 내용을 기술하였다. 연구 결과, 아동의 중재 목표는 달성되었지만, 가족의 역량강화는 성취되지 않은 것으로 나타났다. 특히 저소득층 지적장애아동의 가족은 29개월 간의 사례관리 프로그램에도 불구하고 수동적인 수급자로 남아있다. 마지막으로 저소득층 장애아동의 사례관리에 대해 논의하였다.

The purpose of this study is to describe that changes process in low-income families of children with disabilities. Specific goals of study are as follows: First, it is to develope case management program for low-income families’ children with disabilities. Second, it is to analysis that change process of child and family in sessions. Subjects were 2 children and their families in D city, referred to the case management for low-income families of children that with diagnosed intellectual disabilities and that who is judged to be at risk of conduct disorder. The procedures of case management were as follows: collection of basic information, needs assessment, goal setting, providing support services, evaluation of program and follow-up activities. Thus, individualized program for children with disabilities was developed. Also, family support services were provided. Results indicated that final outcomes for children A and B were accomplished, but family empowerment was not attained.
