본 연구는 직업재활시설과 생산품판매시설의 실태조사에 대한 분석을 통해 향후 우리나라 장애인보호고용사업의 활성화를 위해 필요한 협력방안을 제시하는데 목적이 있다. 조사결과 1980년대 중반 보호고용사업이 시작된 후 현재에 이르기까지 직업재활시설은 양적인 성장을 거듭해왔고, 운영적인 측면에서도 많은 발전을 이루어왔다. 또한 생산품판매시설도 전국 16개시ㆍ도를 중심으로 장애인생산품의 판매 거점으로 자리 잡고 있으며, 2011년 기준으로 464억 원 이라는 매출의 성과를 나타내고 있다. 뿐만 아니라 2008년 중증장애인우선구매특별법의 시행으로 장애인생산품의 판로 확대의 길을 크게 넓혀놓았다. 실태분석 결과 보호고용의 활성화를 위해서는 장애인직업재활시설과 장애인생산품판매시설의 역할 관계가 매우 중요한 것으로 나타났다. 따라서 장애인 보호고용사업에 대한 우대 정책이 발전하는 것에 발맞추어 직업재활시설과 생산품판매시설의 관계도 이러한 정책을 수용하고 잘 활용할 수 있는 환경과 구조를 만들어 나가는 것이 매우 필요하다. 또한 역할 관계의 정립을 위해서는 현재의 연계 수준을 뛰어 넘는 협력 관계의 구성이 필요하며, 이를 추진하기 위해서는 중앙정부와 장애인개발원, 직업재활시설협회와 같은 매개기관, 그리고 직업재활 시설과 생산품판매시설 간의 구체적인 기능 조정이 필요함이 주장된다.

Since, sheltered employment service started the mid-1980s, vocational rehabilitation facilities were quantitative growth and operational development. Also, product sale facilities embedded in the whole country by sale base. It showed the performance 46.4 billion won fiscal year 2011. As well as ‘The priority purchase special law for the people with severe disabilities’ widened the market product of vocational rehabilitation facilities. In this aspects the role relations between vocational rehabilitation facilities and product sale facilities are very important. Both facilities should be accepted the priority purchase system and made the structure to use of advantage. For set up the role relations, there need the organization of collaboration system than the current linkage. And function need to be adjusted among the central government, disabled people’s development institute, association of the vocational rehabilitation facilities.
