본 연구는 정부의 ‘일반고 교육역량강화방안’의 일환인 ‘학생들의 진로 및 진학의 선택 결정을 위한 프로그램’으로서 2015년도 경기도 오산시의 지원 하에 운영된『얼리버드(Early Bird) 진로.진학 (연계) 프로그램(“얼리버드 프로그램”)』을 토대로 현장개선 프로그램의 개발을 목표한다. 이를 위해 본 연구는 실행연구(action research, 實行硏究)를 실시하였다. 오산시는 2014년 상반기 동안 사전 조사 및 문제 진단 그리고 프로그램의 목표를 수립하여 1차 현장 프로그램으로 개발하여 2014년 하반기(7월)부터 ‘얼리버드 시범사업’으로 프로그램을 실시하였다. 오산시는 그 다음에 해인 2015년 1차 현장 프로그램(시범사업)의 성과를 피드백하여 2차 현장 개선 프로그램으로 개발 하여 본 사업(“2015년 얼리버드 프로그램”)을 실시하였다. 본 연구의 중심사례인 2015년 “얼리버드 프로그램”은 2014년도에 시범 운영된 1차 현장 프로그램의 성과를 피드백하여 이루어진 2차 현장개선 프로그램이었다. 이는 본 연구의 목표인 현장개선 프로그램의 완결을 위한 최종 자료가 된다. 과연 2015년 얼리버드 프로그램을 토대로 현장개선 프로그램으로 개발하기 위한 가능성과 한계는 무엇인지를 규명해 내기 위한 본 연구는 궁극적으로 실행연구의 핵심인 피드백 루프의 ``반성적 성찰의 과정``을 통하여 ‘보다 바람직한’ 현장개선 프로그램을 개발하여 일반계 고등학교의 학교현장에 확대 보급 실시하는 것을 목적으로 하고 있다. 프로그램 만족도의 비교 분석 및 면담, 관찰일지 등을 통하여 본 연구의 결과는 1차 실행(시범사업)으로부터의 피드백(반성)이 적용된 바 2차 실행(본 사업)은 전반적으로 개선된 것으로 나타난 반면, 목표와 교육내용의 일치 여부, 진로결정에 필요한 정보 제공 여부 등은 1차 실행(시범사업)의 결과보다 오히려 2차 실행(본 사업)이 낮은 만족도를 기록했다. 결국 이는 실행연구의 지속적 필요성과 질적 차원을 암시한다.

This study is aimed at the development of a field improvement program based on the “Early Bird career·pathways(linked) Program” operating under the auspices of the 2015 Year of Osan City, Gyeonggi-Do, which is a part of a “program for students in the choice of career and Academic determination of the general high school revitalization policies” of the Korean government. For this purpose, this study conducted ‘action research’. Osan city has specifically established the goal of program through the feasibility study and program diagnosis for the first half of 2014 in oder to develop a ‘first(primary) field program’, which was conducted the program "Early Bird pilot project” since the second half of 2014(July). Osan has then fed back the results of the first field program(‘pilot project’) in 2015 and developed a second field improvement program which was carried out as “2015 Early Bird (Main) Program”. Therefore, the central case “2015 Early Bird Program” of the present study was a second field improvement program reflecting the feedback to the results of the pilot program in 2014. This is the final data for the completion of the field improvement program, which is the object of this study. What possibilities and limitations are expected to develop a field improvement program based on the Early Bird program in 2015? This study intends to identify them and ultimately develops a “more preferred” field improvement program through the “process of reflective introspection” in feedback loop as core of action research for the purpose of expanding to the general high school programs in Korea. According to the results of this study identified throughout the program satisfactioncomparative analysis, interviews and observations journal the second running (2015 main Early Bird program) was found to the overall improvement, thanks to applying the feedback(reflection and introspection) of the first program(2014 pilot program). On the other hand, if the match had goals and educational content, information availability needed for career decision has rather second run(2016 the main program) recorded a lower result than the satisfaction of the primary run(pilot project). Eventually this may imply that the qualitative dimension and the ongoing need for sustained action research.
