본 연구의 목적은 통합교육의 핵심에 놓여있는 특수학교 경영상 결정권을 행사하는 학교관리자인 교장과 운영위원들의 학교운영위원회에 대한 인식 수준을 분석하고 특수학교 교육의 효율성을 놓이기 위하여 학교운영위원회의 구성, 기능 및 역할, 개선방안 등 운영의 전반적인 분야에 대한 인식 정도를 조사하여 바람직한 학교운영위원회의 역할과방향을 제시하는데 있다. 설문지는 23개교 특수학교의 교장, 행정실장, 학교운영위원장, 운영위원에게 배부한 후회수하여 분석했다. 연구의 결과는 특수학교 학교운영위원회의 구성과 조직에 있어 연령과 대상, 지역에서 인식 차이가 있고, 기능과 권한에서도 연령과 대상별로 차이가 있다. 구성원의 역할에 있어 대상별로는 학부모위원들이, 성별은 남자교사가, 심의 논의사항과 관련한 정보나 자료는 성별은 남자, 연령별은 40대 이상, 읍면지역 거주자보다는 시 지역 이상 거주자가, 대상별은 관리자가 가장 잘 알 고 있다. 개선방안과 관련하여 성별, 연령별, 지역별, 학력별, 대상별로 차이가 없이 학교의 예산 및 결산에 관한 사항이 학교운영위원회의 심의사항 중 가장 중요하게 생각하고 있다.

This study is to investigate level of cognition of school administrator and committee on management committee in special schools and find out level of cognition of general fields including composition, function, role, and improvement direction of school management committee in order to elevate effectiveness of education in special schools. After distributing 23 questionnaire to principal, chief of administration, committee, and returned questionnaire analyzed. The conclusions of this study are as follows; First, there is a difference of cognition by age, subject and region in composition and constitution of special school management committee. Second, there is a difference by age and by subject concerning function and authority of special school management committee. Third, it appeared that in the activities of school management committee toward the role of members of special school management committee, parents by subject participated most actively, the level of participation by residents of town, sub-county by region, male teachers by gender participated actively. Fourth, in improvement plan of school management committee, there was no difference by gender, age, region, scholarship and subject and the matter regarding budget and accounts of school was the most important among deliberative matters of school management committee, and it is thought that it is good for committee to decide the matters of school meals through the role of resolution and it is desirable to have a discussion regarding other matters and it appeared that the role function with each aid association was needed to be improved, having consultation mutually as occasion demands.
