본 연구는 지방분권화 이후 직업재활시설 운영실태를 중앙정부 주도하의 운영실태와 비교ㆍ분석하여 문제점과 개선방안을 제안하고자 하였다. 연구의 결과를 요약하면 첫째, 지방분권화 이후 지방이양된 직업재활사업의 지원이 미비하고 지역간 격차가 심화되고 있었다. 특히 인건비와 운영관리비가 보건복지부 가이드라인을 지키지 못했고, 인상률에서도 심한 격차를 보였다. 둘째, 지방분권화 이후 모델화사업이 축소되고 시설 증가가 정체된 것으로 나타나 직업재활시설이 역동적으로 발전하는데 한계가 있는 것으로 나타났다. 셋째, 지방자치단체의 재정자립도가 직업재활시설에 영향을 미쳐 지역별 격차가 계속될 것으로 분석되었다. 우선 지역간 격차를 해소하기 위해 중앙정부의 적극적 개입과 지방정부의 책임성을 명확히하는 제도적 틀이 마련되어야 하고 지역별 차등지원이나 예산의 쿼터제가 도입되어야 한다. 마지막으로 지방분권화 이후 직업재활사업이 활성화되기 위해서는 지역별프로그램 개발을 위한 정책이나 예산지원이 이루어져야 할 것이다.

This study identifies the problems and improvement of managing vocational rehabilitation facilities founded on decentralization. In summary, first, because of decentralization vocational rehabilitation programs managed in local district were more deeply differed according to local society. Especially budget of workforce and management was lower level than guideline indicated the Ministry of Health and Welfare and discrepancy in increasing ratio of payment. Second, because increasing number of vocational rehabilitation facilities was slowdown based on decentralization, it is difficult to development dynamically. Third, financial independence will affect continually the differences among local societies. Finally, to solve the differences among local societies, we have to establish the system and policy in order to identify accountability. Second, it is necessary to introduce quota system in making a budget. The last, we have to support the policy and budget to development vocational rehabilitation programs.
