조기중재적 관점에서 발달지체 영유아의 보육의 전문화가 시급한 실정이다. 이는 발달지체 영유아의 제반 보육정보가 여러 행정부서들의 상호 보완적 관계에서 이루어져야 함을 시사하고 있다. 본 연구는 현존하는 보육정보 센터가 발달지체 영유아들을 위한 총체적 전문 서비스 기관으로 발전되기 위한 활용방안에 대해 전반적 기초 자료를 얻고자 관련자들을 통하여 조사ㆍ분석하였다. 수집된 자료는 SPSS/win 12.0을 이용하였다. 응답자의 일반사항 및 인식에 대한 조사는 빈도분석을 통하여 빈도와 백분율을 구하였으며, 집단간 응답분포의 차이를 검증하기 위하여 교차분석을 실시하였다. 이 연구를 통해 발달장애 영유아 보육 및 통합보육 정보센터의 합리적 운영에 대한 인식과 함께 발달지체 영유아 보육의 문제점을 전반적으로 분석하여 보다 기능적인 통합보육 정보센터의 운영방안 및 정책적 제안을 하고자 한다.
The purpose of this study was to investigate and analyze the roles and objectives of the current child care information center (hereafter "the center") in order to replace the integrated child-care information centers`` present goals with improved policies. The results of this study were as follows; Firstly, different opinions were exposed among each group regarding the center``s role. Secondly, though all participants agreed that the center should, in the future, adopt the policy of the centralized workers pool system enabling the dispatch of alternative teachers and the provision of appropriate child-care information to ordinary people, there were discrepancies in the encouragement of directing clients to child-care centers, appraisal certification of child-care centers, research and development for child-care programs and policies, and education for teacher re-qualification and parent education. Thirdly, though all participants unanimously agreed that caring for children with developmental delays must be started no later than 2 years of age using the most appropriate method of care, the partly integrated education system, and were supportive of a well-rounded directing and training method for the integrated education of children with developmental delays, there were differences of opinion regarding the necessity of caring for children with developmental delays, levels of concern in caring for children with developmental delays, institutions for integration education of children with developmental delays, etc. Fourthly, all participants, in the survey for adequate operation of the integrated child-care information center, demonstrated relative agreement on the newly revised qualification standards of child-care information center heads and its workers, as well as agreeing that the budget for the integrated child-care information center should exceed 2 hundred million won per year. Lastly, all participants showed relatively similar opinions on the educational program for everyday living for children with developmental delays as well as a support service policy for family members of children with developmental delays, while their opinions differed on other subjects. The shortcomings of this study are that the participants were geographically confined to relatively small regions of Seoul, Ansan and Buchon, therefore the generalization of opinions are limited, as not all stakeholders`` points of view were reflected. Also, the functions of child-care information centers are subjectively defined by the researcher, due to the lack of clarified definitions in the infant, child-care act. More importantly, research on the actual demand of supportive workforce and/or operational matters in integrated child-care was not accurately conducted, due to the lack of preceding research materials. Therefore, future research should include efforts to collect nationwide opinions, considering the aforementioned shortcomings and more detailed research on the definition of roles and operation of integrated child-care information center.
