본 고(稿)에서는 최근에 거론되고 있는 사회적 기업의 등장배경과 개념을 소개하고, 1차 산업 분야를 직업재활에 상당한 어려움을 겪고 있는 정신지체 등 발달장애인의 직업재활 수단으로 활성화시켜야 할 필요성, 그리고 1차 산업 분야가 발달장애인의 직업으로 안정화되기 위해 사회적 기업으로 육성될 필요성과 가능성, 전략 등에 대해 살펴보았다. 1차 산업분야에서의 성공적인 장애인 사회적 기업이 운영되기 위해, 장애특성에 적합한 고소득 1차 산업 품목의 발굴이 이루어져야 할 뿐 아니라, 직업평가 및 직무분석 등 각종 직업재활과 특수교육 방법을 최대한 동원하여 장애인근로자에게 적절한 역할 배치 및 영농기술의 전수가 효과적으로 이루어져야 함을 전제로 하고, 또한 ① 1차 산업분야에서 우선구매제도, 연계고용제 등의 적용을 통한 안정적 판로 확보, ② 자체 브랜드화등 적극적인 마케팅의 도입, ③ 친환경농업에 의한 웰빙 농산물 생산, ④ 관광농업의 도입을 통한 추가적인 소득원의 개발 등의 적극적인 전략이 필요함이 강조되었다.

This study explains the concept and background of social enterprise which is often discussed on newspaper recently and makes mention of the necessity of activation on the primary industry as vocational rehabilitation means for the people with developmental disabilities who have many difficulties in gaining the jobs and the necessity, possibility and strategy to develop the social enterprise in the primary industry area to expand the appropriate job categories for them. For the successful operation of the social enterprise in the primary industry area for the people with disabilities, it is supposed that scrutiny of primary industry items which guarantee high income to them should be performed and the role allocation appropriate to disabled workers and instruction of farming skill based upon the variety of vocational rehabilitation and special education method such as vocational evaluation and job analysis should be effectively achieved. Also it is emphasized that positive strategies such as ① security of the stable market by application of the priority purchasing system of products made by the people with disabilities and liaison employment system etc., ② utilization of positive marketing methods such as brand making, ③ production of wellbeing farm products by pro-environment agricultural technique, and ④ development of supplementary income sources through the introduction of sightseeing agriculture are needed.
