본 연구의 목적은 보육시설 평가인증 준비에 따른 시설장과 교사의 인식을 알아봄으로써 향후 종사자들로 하여금 좀 더 자발적이고 긍정적인 참여를 유도하여 우리나라 보육시설 평가인증제도를 안정 정착시키는데 그 기초적 자료를 삼고자 하는데 있다. 연구의 방법은 인증평가를 준비하거나 관심을 가진 서울, 경기지역의 보육시설을 대상으로 시설장, 교사의 평가인증제도에 대한 전반적인 설문조사를 통해 제도시행의 문제점들을 찾아보고 이에 대한 개선방안을 제시하였다. 수집된 자료는 SPSS 12.0을 이용하여 분석하였으며 분석방법은 응답자의 일반사항 및 인식에 대한 조사는 빈도분석을 통하여 빈도와 백분율을 구하였으며 또한 응답자간 응답분포의 차이를 검증하기 위하여 교차분석을 실시하였다. 본 연구의 연구문제 검증 결과의 의해 도출된 결론은 다음과 같다. 첫째, 인증대상 보육시설에서는 평가인증 준비에 부수되는 비용증가로 인한 부담으로 평가인증 신청에 적극적이지 않는 것으로 나타났다. 반면에 여성가족부에서 한시적으로 평가인증신청시설에 종사하는 교사에 대해 지급토록 하는 년 간 50만원 수당지급 계획은 오히려 평가인증 신청을 서두르게 하는 요인으로 나타났으나 그럼에도 불구하고 여성가족부의 2008년말까지 평가인증 신청완료 계획에 대해서는 다소 회의적 인식을 하고 있는 것으로 나타났다. 둘째, 보육시설 평가인증 준비로 인해 교사들은 업무과다, 개인적인 시간부족 등으로 스트레스가 높은 것으로 나타났으며 심지어 약 29%는 사직을 심각하게 고려할 정도로 과다한 업무증가가 불만족요인으로 지적되고 있는 것으로 나타났다. 이러한 문제점을 감안하여 여성가족부에서는 의욕적으로 추진중인 보육시설 평가인증제도가 안정적으로 시행, 정착되기 위해서 사전에 종사자들로 하여금 평가인증에 대한 당위성과 필요성에 충분히 공감할 수 있도록 적극적인 홍보노력과 함께 각 보육시설을 운영하는 시설장과 종사자들에 대한 다각적인 재정지원이 이루어져야 보육시설 평가인증에 대한 실효성을 높일 수 있을 것이다.

The purpose of this research is to obtain supportive data for implementing the newly adopted appraisal system of childcare institution and to help guide teachers and owners to participate in the appraisal procedure more affirmatively in voluntary manner. The methodological approach was to survey the thought and perspective against the system from the groups of teachers and owners of such institutions. The result of the research showed as follows. Firstly, the two groups were both reluctant to apply the certification procedure due to wanted financial spending in the course of preparation, on the other hand, it appears that the teacher group became affirmative when they receive the benefit of 500 thousand won a year as an allowance for applying the appraisal certification. Both group, however, were sceptical in the governmental plan which aims at completing the certification procedure by 2008 against all of target institutions. Secondly, the teacher group expressed that they felt extra burdens in preparing for certification such as overwork, loss of personal time and negligence in caring for children etc. which showed 29% of the group had thought leaving work owing to increased stress level. According to the result of the survey, multi-faceted measures such as more of education as well as the financial supports against the teachers and owners of the institutions are needed in order to raise the favorable response and efficiency in implementing the newly introduced appraisal certification system against the childcare institutions.
