본 연구에서는 부산지역 초등 특수학급 교사들이 IEP에 대하여 어떻게 인식하고 있으며, IEP 수립과 운영에 대한 실태와 문제점 및 개선방안이 어떠한가를 밝히고자 하였다.본 연구의 결과에 따르면, 초등특수학급 교사들은 IEP의 필요성과 이해도에 있어 인식도가 높았고, IEP 의미 이해도가 많이 향상된 것으로 조사되었다. 또한 대부분 교과 영역에 한하여 IEP를 작성하고 있는 것으로 나타났으나, 전반적이라기보다는 조금씩 실행하고 있는 것으로 나타났다. 그리고 IEP 구성의 가장 큰 문제점으로 교사들은 구성 자료의 부족을 들었으며 다음으로 기술 부족, 시간 부족, 주위 이해 부족을 들었다. 따라서 특수학급 전용 지도서의 개발, 학습 자료의 확충 및 보급, 평가 및 측정 도구의 개발, 연수 기회의 확대, 일반교사의 협력 및 교류 등이 이루어져 IEP 운영에 대한 실질적인 개선이 이루어져야 함을 알 수 있었다.본 연구를 토대로 IEP 운영의 다양한 문제점을 인식하고 필요한 개선방안에 대한 대안적 연구들이 이루어져야 할 것이다.

This research aims to explain how the elementary school teachers, who run special classes in Busan, perceive IEP and what the reality, problems, and possible improvements are for establishment and operation for IEP. The investigation was carried out by a series of surveys involving 333 special classes of elementary schools under Busan Office of Education. After processing the statistics, the result was as follows. First, the teachers of elementary special classes were found to be highly aware of the need and the concept of IEP itself. Also, as they answered that the purpose of IEP is to suit the handicapped children``s special requirements and to systemize instruction, it has been investigated that there had been improvement in the teachers’ understanding of IEP. Second, the teachers evaluate IEP according to the checklist records. Third, the teachers coined the biggest problem of IEP as lack of organized materials. Other problems they faced were lack of technology, lack of time, and the lack of understanding of others around. The teachers saw the urgent need in reforming in areas at development of text books for special classes, expansion and popularization of learning materials, development of method to evaluate and assess, more opportunities for workshops, and help and exchange with other teachers.
