본 연구는 한일 국교 정상화 이후, 소재부품을 중심으로 한 양국 간 기술협력의 시대적ㆍ구조적 특징과 변화를 검토하면서, 기술 강국으로서 일본의 저력과 위상 변화, 그리고 기술 강국을 위한 한국의 노력과 성과에 대해 역사적ㆍ경제적 관점에서 정성적ㆍ정량적분석을 도입하여 고찰하는 데 중점을 두고 있다. 분석 결과, 과거 50년간 한일 간 기술협력은 많은 시행착오와 과제를 극복하면서 양국경제는 물론 기업에 상당한 이익을 가져다주었으며, 이를 통해 국제 사회에서 상호 위상제고와 영향력 향상을 도모해 왔다고 할 수 있다. 이는 곧 한일 양국이 상대국에 대한 외부경제로서의 역할과 책임을 충실히 수행했다는 의미로 해석할 수 있으며, 향후에도 지속가능한 안정적 성장을 모색하는데 있어 상호 무단한 협력과 성과를 도출하는 노력이 필요하다는 것을 제시해 주고 있다. 특히, 정량적 실증분석에 의한 한일 간 소재부품산업의 기술격차는 25년 동안 2.5배이상 축소된 것으로 관찰되어, 기존의 대일본 가격경쟁력뿐 아니라 기술경쟁력까지 지속적으로 향상되고 있음을 나타내고 있다. 그리고 이와 같은 양국 간 기술의존구조 변화는 양국 간 경제협력의 걸림돌로 작용하고 있는 무역불균형 개선에 크게 기여하고 있어, 한일 정부 및 기업 간 경제협력 긴밀화 노력에 새로운 지렛대 역할을 수행할 것으로 기대된다.
This study examines the changes and structural features of the technical cooperation between Japan and Korea after the normalization of diplomatic relations. In particular, we focus on the analysis of Parts and Materials industry. The reason is that a very high proportion of Parts and Materials in trade between Japan and Korea. According to the analysis, the past 50 years, technology cooperation between the two countries have brought many benefits to the two economies. Also it gave a lot of help in improving phase and influence of the two countries in the international community. These results can be interpreted to mean that Korea and Japan are fulfilling their roles and responsibilities as external economy on the each other. And, suggests that future efforts to draw the two countries closer collaboration and performance needs. Moreover, according to the empirical analysis, the technology gap between the two countries Parts and Materials were observed to be reduced more than 2.5 times over 25 years. This indicates that there is a Parts and Materials industry in Korea for Japan, continues to improve price competitiveness, as well as to the technology. Therefore, the change in technology dependency structure between the two countries are expected to contribute significantly to improving the trade imbalance between the two countries, stumbling economic cooperation.
