The philosophy of inclusion in the field of special education may emphasize the needs to educate the teachers who are working for ordinary schools without special school teacher`s license. Therefore twenty graduate schools and three special education graduate schools open educational opportunities to get special teacher`s license in now. The purpose of this study was to analyze the situations on organization and management of curriculums for special teacher`s education for ordinary teachers at graduate level. 280 graduate students were participated for this study. A questionnaire which was consisted with thirty questions, fifteen questions were about organization of curriculums and the other fifteen questions were for management of curriculums was developed for this study. The results of this study were that (a) in curriculum organization, most graduate students responded negative attitudes rather than positive attitudes; and (b) in curriculum management, most graduate students also expressed negative attitudes. Therefore this study suggested that organization and management of curriculums for special teacher`s education program for the ordinary teachers at graduate level is considered what is the problems and how to develop the curriculum for the needs of the students.
